Of this money, an amount of about 38 million was transferred to the organization "E ...", which was supposed to order machine tools at a plant in Ryazan.

Interestingly, the intermediary firm "E ..." was located right on the territory of "Technology", and the main working staff were the director, his deputy and accountant. True, in three years the company has changed as many as three managers - for some reason, the bosses were not eager to stay in their positions for a long time.

The cost of two machine tools at the plant is approximately 18 million, and the company "E .." received 23 million for this. In principle, a good delta in order to organize the purchase of machines at the highest level. However, the Tekhnologiya machines were not delivered, although the deputy director signed the acceptance certificate for receiving the equipment and paid for it is not clear what.

First, an advance payment was transferred to the intermediary company - 40% of the cost of the order, and after the fake completion of the task, the remaining 60% were paid.

For some reason, the deputy director of Tekhnologiya did not notice the absence of multi-million dollar equipment for modernization. Perhaps the reason for such an oversight was close family ties with the first person of the enterprise or the fact that billions were allocated for modernization. What is there, some million dollars - little things!

Or maybe it happened because the state funds dragged a lot on different accounts? For more than a month now, the police have been looking for answers to all these questions from central office The Ministry of Internal Affairs of Russia and their colleagues from the Obninsk department economic security and combating corruption. In the meantime, the traces of millions have been lost, and no one can say whose specific hands they warmed.

It is too early to say in the affirmative that 38 million rubles were stolen from Tekhnologiya - until it is proven in court, but the economic police officers suggest that the case may not be limited to the above amount, because there were billions have been allocated, and the fate of this money has not yet been studied by the police.

One of the largest and most visited air shows in the world - MAKS-2017, which opened last Tuesday, brought together almost 700 domestic and foreign companies. Huge passenger planes and front-line fighters, combat helicopters and drones were presented at the forum - in the sky and on the airfield.
Russian President Vladimir Putin took part in the opening ceremony of the International Aviation and Space Salon in Zhukovsky. The head of state examined the exposition and noted that MAKS had reached a high level. Also, as part of the official MAKS-2017 program, he got acquainted with the new project of the Rostec State Corporation to create an all-Russian system for managing aerial chemical works and manufacturing field aviation complexes Agriculture. One of the main stages of its implementation will be the serial production of specialized aircraft agricultural purpose T-500, the production of which has now begun ONPP "Tekhnologiya". On the last day of the MAKS-2017 air show, July 23, the T-500 specialized aircraft for aerial chemical work, created by ONPP Tekhnologiya together with the MVEN company (Republic of Tatarstan), will make its debut flight.

About the Obninsk exposition
The high-tech products of Tekhnologiya at MAKS-2017 became the basis of the exposition of the RT-Chemcomposite Holding. The enterprise presented products and promising projects for aviation and astronautics. The visitors of the air show were shown structural optics, including those made of monolithic optical polycarbonate, multilayer structures for various purposes made of polymer composite materials and other products with unique properties.

ONPP "Tekhnologiya" will take part in the creation of a domestic system for managing aerial chemical works. Rostec State Corporation and the Republic of Tatarstan signed an agreement on the implementation of a pilot project to create and develop an all-Russian system of aerial chemical works to ensure the food security of the state on the territory of the republic. Within the framework of MAKS-2017, the document was signed by the industrial director of the weapons cluster of the Rostec State Corporation Sergey Abramov and Deputy Chairman of the Government of the Republic of Tatarstan, Minister of Industry and Trade of the Republic Albert Karimov. The Perm Territory also confirmed its readiness to take part in a similar project.
Serial production of T-500 aircraft was undertaken by ONPP Tekhnologiya (RT-Chemical Composite Holding) together with MVEN (Republic of Tatarstan).
“Support provided to the project by the Ministry of Industry and Trade Russian Federation and the Rostec Group of Companies, gives confidence that the production of 60 complexes planned by us per year is an absolutely real task, - commented CEO ONPP "Technology" Andrey Silkin. “A number of Russian regions and foreign customers, including those from Algeria, Portugal and Angola, have already expressed interest in purchasing PAK-SKH.”

What is "RT-Chemical Composite"

The RT-Chemcomposite holding unites nine enterprises. Among them - Obninsk NPP "Technology" named after. A.G. Romashina is the developer of the T-500 agricultural aircraft (PAK CX, “flying tractor”) and the creator of “invisible glass” for the Su-57. The net profit of the holding at the end of 2017 amounted to 194 million rubles, follows from the company's annual report, which Rostec provided to RBC.

Rostec is consistently increasing the share of third-party owners in its enterprises. In November 2017, Rostec began looking for a private investor for the High Precision Complexes holding, intending to sell a 49% stake in the holding. In February 2018, the state corporation took 26% of Kalashnikov, after which the share of private investors in the concern increased to 75% minus one share. In April 2018, the state corporation for the Tractor Plants concern was the Transcomponent company.

According to Chemezov, the deal to sell RT-Chemical Composite is in line with Rostec's strategy, according to which the share of civilian products of enterprises by 2025 should be 50%. In addition, the mechanism of public-private partnership has proved its effectiveness even on the example of Kalashnikov, he stressed.​

“A reasonable balance of interests in such projects makes it possible to fully comply with the strategic interests of the state related to the implementation of the state defense order, federal target programs, social stability, and at the same time is a catalyst for positive changes. As a result, conditions are being created for the introduction of modern business models, new technologies and promising types of products,” the head of Rostec explained.

Almost guaranteed state order

Rostec refused to estimate the cost of RT-Chemcomposite. A source close to the state corporation told RBC that, according to internal estimates, the cost of a 100% stake in RT-Chemcomposite, taking into account several upcoming large government orders, is about 6 billion rubles. At the same time, Andrei Kostin, head of the information and analytical center Rupec, notes that the growth in the number of government contracts is not the best criterion for determining the value of such a company. “Because there is no guarantee that these contracts will be concluded and all obligations under them will be fulfilled,” he explained.

Investment analysts interviewed by RBC estimate the holding at 3-6 billion rubles.

Taking into account the company's EBITDA in 2017 at the level of 170-200 million rubles. and the guaranteed volume of the state order, the value of the holding can be estimated at about 3 billion rubles, ACRA analyst Maxim Khudalov believes: accordingly, 1.5 billion for 49% is a quite reasonable price.

If we evaluate the holding in terms of profitability, based on the annual reports provided by RT-Chemcomposite, then its value today is about 4-6 billion rubles, Igor Nuzhdin, an analyst at Promsvyazbank, believes. “Therefore, it is quite realistic that one of the participants will offer about 2-3 billion for this package. At the same time, the offer plays a role in determining the winner. The seller, which in this case is Rostec, will, of course, look at potential investments,” Nuzhdin explained.

According to Sergei Chemezov, it is premature to talk about who exactly will become a partner of the holding. “In the course of a closed tender, the assets of applicants, their experience, financial situation and reliability, as well as the proposed investment program will be checked,” the head of the state corporation explained.

Potentially, Sibur, TAIF, Uralchem, NOVATEK and Uralkali may be interested in the deal, Khudalov notes. “Given that the main activity is represented by three segments: composites, chemistry and fiber, I would venture to suggest that the likely buyer is the Sibur holding, since its customers are, among other things, manufacturers of fibers and threads,” the ACRA analyst said.

Sibur is the largest petrochemical company in Eastern Europe. Among the shareholders are Leonid Mikhelson (48.5%), Gennady Timchenko (17%), Chinese Sinopec (10%) and the Silk Road Fund (10%), as well as Kirill Shamalov (3.9%). Timchenko and Shamalov are subject to US sanctions.

Nuzhdin also believes that the RT-Chemcomposite stake will be sold to Sibur. “Among other candidates, she is the most suitable for such criteria as bringing new types of products to the market and bringing new technological competencies to the holding,” he believes.

RBC was told in the press service of Sibur: “The company has no information about the assets of RT-Chemcomposite and their possible sale. If such information, offers for sale appear, we will study them.”
