“Uncle, are you really the director?” andrey kozitsyn will implement projects made by children at ugmc enterprises. Andrey Kozitsyn - General Director of the Ural Mining and Metallurgical Company

Permanent corporate wars at UMMC got new round development, reaching its apotheosis in the history of the industrial giant. The reason for the escalation of intra-clan conflicts was the decline in the performance of the main divisions of the UMMC, which, according to insiders, led to sharp criticism of managers from the majority owner of the business, Iskander Makhmudov. The company's management was accused of a set of colossal "humanitarian and charitable" obligations at the same time as the subsidence of the indicators of core areas. The situation in the holding was aggravated by the information that appeared in narrow circles about the alleged "an agreement between the two main beneficiaries of UMMC that Andrey Kozitsyn will leave the post of the company's general director." The information stuffing was regarded by the managers as "an attack on Kozitsyn and his longtime comrade Igor Kudryashkin." Moreover, knowledgeable representatives of the special services connected possible channels for the dissemination of "hostile" information with another manager of the UMMC - Oleg Melyukhov. While "internal squabbles in the holding are gaining momentum," local political elites fear that they may hit the Sverdlovsk region, for which UMMC is not only an anchor taxpayer, but also a significant player in social and political life.

The drop in indicators in a number of key areas of activity of the Ural Mining and Metallurgical Company (UMMC) became a catalyst for the aggravation of permanent intra-corporate conflicts in the holding, which, as copper workers note in private conversations, was initially built on a system of "checks and balances" between the clans of the two main beneficiaries - Iskander Makhmudov and Andrey Kozitsyn. However, as well-informed insiders point out, managerial wars have now reached their apotheosis in the entire history of the UMMC and, probably, "have never threatened the stability of the enterprise."

According to open information, UMMC-Holding LLC ( CEO Andrey Kozitsyn, asset manager of a mining and metallurgical company, has shown negative numbers in recent periods. In 2015 (data for 2016 have not yet been disclosed), the holding, with revenue of 156 billion rubles and profit from sales at the level of 22 billion rubles, received a net loss of 23.8 billion rubles. Only for the use of borrowed funds the company had to pay about 8 billion rubles. In general, according to the reports, at the beginning of 2016, the volume of long-term financial liabilities of the company exceeded 95.8 billion rubles, short-term - 91 billion rubles. At the same time, an undistributed loss of another 34 billion rubles was reflected in the holding's balance sheet.

According to experts, the main assets of UMMC for the most part generated profit in 2016, but their results are significantly lower than the previous period. For example, JSC "Uralelectromed", according to financial statements, reduced net profit by almost 700 million, profit from sales of the enterprise compared to 2015 fell by 1.7 times. A similar trend can be observed in the documents of OAO UK Kuzbassrazrezugol, whose financial results in 2016 turned out to be almost a billion lower than the year before, and sales profit decreased by 1.6 times. A significant increase in profits in 2016 was shown by OJSC Sredneuralsky Copper Smelting Plant - from 300 million to almost 3 billion rubles. However, as follows from the financial statements, the result was mainly provided by changes in the exchange rate difference.

In parallel, in a number of other areas, which for some reason UMMC specialists preferred not to reflect on the company's new website, the holding's assets showed a deep loss. For example, ferrous metallurgy. So, in 2015, PJSC Nadezhda Metallurgical Plant (NMZ, Serov) received a net loss of 2 billion, and for 9 months of 2016 it reported a loss of 1.2 billion rubles. Pravda UrFO also spoke in detail about the financial difficulties of UMMC-Steel LLC, which manages the company's steel assets. By 2015, the company's loss increased to 8.9 billion rubles, the volume of short-term borrowed funds exceeded 20 billion, long-term liabilities reached 31 billion. Bogoslovskoye Mining Administration (Krasnoturinsk, controlled by UMMC-Steel) in 2016 also increased its net lesion. With a revenue of 1.56 billion rubles, the company received a negative financial result of 61 million. According to analysts, things are not easy in the construction sector, in which UMMC specialists also “forgot” to reflect participation in their information resource, although on the old site it is indicated in full. For example, JSC ISC UMMC in 2015 received a loss of 1.2 million rubles, Revdinsky Brick Plant - 12.1 million rubles.

According to insiders close to the UMMC, such a decline in performance was the reason, or perhaps just the reason for the visit to Yekaterinburg of the company's president, Iskander Makhmudov, who "supposedly decided to sort out the current situation on the spot." The debriefing, according to people familiar with the matter, resulted in a sharp critique of the company's current management practices.

“Makhmudov actually accused the UMMC management of having accumulated a huge number of obligations related to sports, charity, support for various non-core projects, and at the same time, the company's divisions show a significant drop. Another claim concerned, probably, non-performing loans of a controlled financial institution - LLC CB Koltso Urala. Separately affected conflict situation with the financing of the Opera Tower project, ”says a source close to the top management of the company.

It is noteworthy that against the background of the conflict that arose after the arrival of one of the beneficiaries in the capital of the Middle Urals, “in an extremely narrow circle of businessmen, information appeared, with reference to the company’s management, about an alleged agreement reached between Makhmudov and Kozitsyn that the latter would leave the post of general director of UMMC.” This information, as expected, is not confirmed by anyone, moreover, representatives of the special services tend to consider it "another round of corporate wars in the holding."

High-ranking intelligence officers who closely follow what is happening in the "copper empire" in connection with its systemic role in the economic, social and political life of the Sverdlovsk region are ready to assume that "information hostile to Kozitsyn" is probably broadcast through sources close to the director of corporate relations and special projects of the UMMC Oleg Melyukhov.

“If you study the sources of input and output of information, there is a completely stable opinion about the interests of the attack. Information is also being broadcast that the post of general director of UMMC will be taken by Melyukhov's old opponent and at the same time partner and friend of Kozitsyna - the company's commercial director Igor Kudryashkin. This presentation of information is probably aimed at pushing two old comrades head-on,” says a source familiar with the relationship between the UMMC top management. The interlocutor adds that “Melyukhov’s interest in the current situation can also be seen in connection with some regular actions allegedly revealed along his line, which probably entailed significant costs for the holding, which naturally caused Kozitsyn’s sharp dissatisfaction.”

The interlocutor of the publication at the UMMC adds that Melyukhov and Kudryashkin are “well-known antipodes, between whom for years there is both personal and corporate conflict,” which, in his opinion, “may indirectly support the arguments about the attack.”

“Kozitsyn has not yet fired Melyukhov despite all the imbalances that exist within the top management of the company, only because the latter has been one of the main faces of all corporate conflicts involving UMMC for several decades. As is commonly believed, by “solving problems”, the manager received a huge amount of information about the company’s activities, thus creating a “safety cushion” for himself,” says a representative of one of the special services.

Well-informed security officials emphasize that Melyukhov has already come out victorious in a number of major corporate wars, "in fact," eating "Valery Abramov (former director of the UMMC for security and regime) and depriving Vladimir Beloglazov (director of general affairs of the UMMC) of resources."

So, one of Melyukhov's close colleagues characterizes him as "a categorically closed person who is afraid of any manifestation of such a concept as a team, and suspects that he will certainly be set up if any information is delegated to third parties."

One way or another, representatives of local political elites emphasize, corporate wars in UMMC carry significant risks not only for the company itself, but also for the Sverdlovsk region, for which the holding is one of the main taxpayers.

“Certainly, the personal position of Andrei Kozitsyn, who is considered one of the anchor oligarchs for the region, leaves its mark on the social, economic and political life of the subject. Many large-scale projects are realized solely thanks to his attitude to the region. Therefore, if we assume that there will be a change in the general director of the UMMC, and a third-party manager will take the place of Kozitsyn, who will pursue, for example, the interests of the Makhmudov clan, then, of course, this will be a serious loss for the Sverdlovsk region, ”the source of the publication sums up.

Pravda UrFO will follow further developments.

Dossier:

In 1995, Kozitsyn became the general director of Uralelectromed (UEM). This was preceded by a hard struggle for the plant. Alexander Volkhin, general director of the Kyshtym copper electrolytic plant (KMEZ), also claimed control over UEM. He had support in Moscow in the person of Viktor Khristenko, vice-premier for economics, who also came from Chelyabinsk. Kozitsyn did not have such connections then. Volkhin began the struggle by buying from Menatep the shares of the Unipromed scientific and design institute, which was in trust management of UEM - the institute had a unique database of industrial enterprises Ural. Kozitsyn did not like this very much. He began to strengthen his positions, first taking in trust the shares of the Kirovograd copper processing plant, owned by Menatep, and set his sights on the Svyatogor plant. With a scandal, Kozitsyn manages to take over OJSC Svyatogor in 1997. At first, Svyatogor transferred its shares to Roskontrakt for protection, but after the default, this organization became invalid, and Kozitsyn got Svyatogor. As a result, nevertheless, Kozitsyn managed to become the general director of UEM. And then, together with Iskander Makhmudov, Kozitsyn once again bypassed Volkhin: in 1996, he lobbied for a law prohibiting the export of blister copper from the Sverdlovsk region. This cut off KMEZ from its suppliers. Volkhin's income declined.

The alliance between Makhmudov and Kozitsyn was consolidated in 1999 when they established the Ural Mining and Metallurgical Company (UMMC). Makhmudov became the president of the company, and Kozitsyn became the general director. In the same year, the company achieves the status of a holding company.

Realizing that he lost to Kozitsyn, Volkhin is trying to build a holding from KMEZ, Karabashmed, mines and mining and processing plants. But he does not have enough money for this.

Meanwhile, UMMC is building up its power, and in May 2001 announces the consolidation of 56% of KMK's shares.

In 2000, Kozitsyn gained a strong position in the Ministry of Internal Affairs through the head of the local criminal police of the Sverdlovsk region, Anatoly Abrosimov, who at the same time became the director of general affairs of the UMMC. After his death, communication was carried out through employees of the Ministry of Internal Affairs Vorotnikov and Absolyamov. For several years, the Ministry of Internal Affairs became literally a division of the UMMC. Its employees received a second salary at UMMC, and in retirement they went to work in the security service of the holding. In return, they started criminal cases against competitors and turned a blind eye to crimes, and also participated in the seizure of enterprises.

In 2000, the media got a receipt in which Kozitsyn confirms the receipt of money from the company "Blond" in the person of Iskander Makhmudov (850 thousand dollars) for the election campaign of the governor of the Sverdlovsk region, Eduard Rossel. Kozitsyn himself assured that the signature was his, and the document was fabricated. The Blond company is the nominal owner of Uralelectromed, part of whose shares are owned by Kozitsyn and Makhmudov.

A bright page in Kozitsyn's biography was the capture of the Kachkanar GOK "Vanadium" - the only enterprise in the world for the extraction of iron-vanadium ore. There was a period of decline in the history of the enterprise, when Pavel Fedulev, a Ural oligarch and a deputy of the regional legislature, became the chairman of the board of directors. With fraud, he brought the GOK to bankruptcy. For a while, Fedulev was arrested and served his sentence, and during this period the shareholders managed to revive the enterprise. But when Feduleev "leaned back", he wanted to restore his former power. To do this, he turned to the local corrupt governor Rossel, whose "right hand" was Kozitsyn. Rossel made sure that all the tidbits of the industry were concentrated in the hands of Kozitsyn. He did this in the expectation that Kozitsyn, being his successor, in the event of his replacement as governor, would give part of this power to Rossel.

After a conversation with the governor, Feduleev transferred to Kozitsyn his shares in two plants for trust management: Nizhny Tagil metallurgical plant and Kachkanar GOK. Thus, Feduleev made a deal with the governor, which meant for him the freedom to act in his own interests, and Kozitsyn got 19% of the Kachakanarsky GOK.

Kozitsyn's newly acquired stake was not a controlling stake, which did not allow him to immediately appoint his leader to the enterprise. At the same time, a group of enterprise managers led by Jalol Khaydarov began to confront Kozitsyn.

Therefore, Kozitsyn decided to act simply: in January 2000, with shooting and with the participation of employees law enforcement he captured the Kachkanar GOK. The next day, Kozitsyn announced himself as the new director. Together with him, Feduleev also settled on the territory of the plant.

To keep power, Kozitsyn decides to prevent the meeting of shareholders. To do this, police checkpoints are set up around the city, where arriving managers are deployed. At the request of Kozitsyn, the head of the Kachkanar administration, Sukhomlin, issues a decree according to which entry into the city is prohibited for non-residents, as well as gatherings of foreigners are prohibited (in case the shareholders nevertheless entered and gathered).

The next step was to bankrupt the enterprise so that its shareholders, by law, would lose their right to vote. To do this, Kozitsyn takes a loan of 15 million dollars from the Moscow Business World Bank, and issues GOK promissory notes against the loan. He invests money in his other enterprise, Svyatogor, and allegedly issues these bills to Svyatogor. In fact, the bills were concentrated with a small front company, which immediately presented them to the GOK for 100 percent payment. After that, the company announced the bankruptcy of GOK, and it turned out to have 90% of the votes at the meeting of creditors.

Approximately according to the same scheme, in September, Kozitsyn seized the Khimmash enterprise - first with the help of an armed raid, and then by bringing it to bankruptcy. The Serov Metallurgical Plant was also captured.

Almost as loud was the struggle between Kozitsyn and Makhmudov, who was the president of the UMMC, for the Karabash copper smelter (KMK). The seizure was carried out with the help of Uralelektromed, a subsidiary of the Ural Mining and Metallurgical Company (UMMC). The capture of KMK was necessary in order to stop the Kyshtym Copper Electrolytic Plant (KMEZ), whose general director was Alexander Volkhin, the only competitor of UMMC. To do this, it was necessary to deprive him of the raw material base. The only supplier of the plant was ZAO Karabashmed. And KMK owned a large stake in Karabashmedi. Therefore, the capture of KMK was an attempt to bring KMEZ under control.

In May 2001, UEM announced the consolidation of 56% of KMK's shares. After that, Kozitsyn offered Volkhin to convert Karabashmed into blister copper and guaranteed him the supply of raw materials, but in this way Volkhin lost the smelting of precious metals, and therefore he refused. KMK, on the other hand, was declared bankrupt due to non-payments to the budget. At the meeting of the Arbitration Court, UMMC lawyers provided bank payments confirming that UEM had repaid KMK's debts. But the judge still appointed observation at the enterprise.

From 2001 to 2003, more than 100 arbitration proceedings took place - a real judicial war unfolded. All but one, left without consideration, was won by UMMC. The company also managed to get the property of Karabashmedi.

In response, Volkhin declared Karabashmed bankrupt, which kept him in control of the plant. To which UMMC initiates the process of recognizing the bankruptcy as deliberate.

After that, Kozitsyn told the press that he decided to "civilize out of the conflict" by exchanging 75% of the shares of KMK for 15% of the shares of UMMC-Holding, owned by Igor Altushkin. Altushkin continued the work of UMMC, negotiating the buyout of KMEZ shares.

This transaction was a step towards the consolidation of assets and the division of the business of the former partners of Kozitsyn and Altushkin. Altushkin registered the Russian Copper Company holding, which included the Kyshtym Copper Electrolytic Plant (KMEZ), Karabashmed, the Novgorod Metallurgical Plant (NMZ), as well as two GOKs - Ormet CJSC and the Alexandrinsky Mining and Metallurgical Company.

After that, Altushkin and Kozitsyn became competitors - they had an undivided asset "Verkhneuralskaya Ore". It was put up for auction, which was won by RMK, but the UMMC contested the results. After that, the results of the auction were canceled - due to the fact that the new owner did not have time to sign an agreement on payment for the package. Thus, the UMMC had the opportunity to apply for it again.

Permanent corporate wars at UMMC have received a new round of development, reaching their apotheosis in the entire history of the industrial giant. The reason for the escalation of intra-clan conflicts was the decline in the performance of the main divisions of the UMMC, which, according to insiders, led to sharp criticism of managers by the majority owner of the business Iskander Mahmudov. President and co-owner of UMMC Iskander Makhmudov

“Makhmudov actually accused the UMMC management of having accumulated a huge number of obligations related to sports, charity, support for various non-core projects, and at the same time, the company's divisions show a significant drop. Director for corporate relations and special projects of the UMMC Oleg Melyukhov in the center

“Kozitsyn has not yet fired Melyukhov despite all the imbalances that exist within the top management of the company, only because the latter has been one of the main faces of all corporate conflicts involving UMMC for several decades. On the eve of the Verkhnyaya Pyshma, the funeral of the ex-adviser of the General Director of the UMMC on security, Evgeny Pilberg, was held. A huge number of people took part in the mourning events, although they themselves former employers of the deceased - the head of the Ural Mining and Metallurgical Company Andrey Kozitsyn and the general director of the Uralelectromed plant Alexander Kozitsyn - did not appear at the funeral. Pilberg was buried with full honors at the local cemetery.

Recall that Evgeny Pilberg was killed on Friday, August 5, at about eleven o'clock in the evening. The incident was reported to the Verkhnyaya Pyshma police from eyewitnesses who called 02. Pilberg's body was lying near his car in the courtyard between houses No. 1 and No. 3 on Krasnoarmeyskaya Street. To date, law enforcement agencies have managed to recreate the following picture of what happened. Pilberg's murder was committed by two people. Apparently, Pilberg did not notice the approach of his killers - at that moment he stood with his back to them, opening the back door of his jeep and performing some actions in the car. First, one killer shot his victim with a machine gun, then they both went to the body to make sure that Pilberg was dead. For a full guarantee, the second killer made several control shots - from a pistol to the head. From the scene of the crime, the bandits fled in two cars, one of which was identified as "Daewoo Espero".

The search for the weapon from which the murder was committed has so far yielded no results. According to law enforcement officers, the fact that it was not left at the scene of the crime can be interpreted in two ways: either the murder was committed by "distant guest performers" who no longer intend to appear in the region ever again, or one of "their own" - in this case, a weapon, Apparently, it had already been “exposed”, that is, it took place in some criminal case.

The investigation into the murder of Pilberg is taken under special control and is completely classified. Pilberg is known as a professional in his field, and law enforcement officers take on cases with special zeal, the victims of which are their former colleagues. It is strictly forbidden to share any information other than what has already been announced by the Verkhnyaya Pyshma prosecutor's office earlier. According to the official version, the police are still of the opinion that the ex-adviser was killed because of his commercial activities - Pilberg owned several outlets in Verkhnyaya Pyshma. However, the experts of the "New Region" still insist that the true motives for the crime were Pilberg's activities at the UMMC, or rather the knowledge that this person managed to accumulate over the years of work in the company.

Evgeny Pilberg left the UMMC against his will and with a scandal. The order for his dismissal was signed by Andrey Kozitsyn, after he had to separate Pilberg from the security director of the UMMC Valery Abramov, who tried to fight almost in Kozitsyn's personal waiting room. Security officers have clashed for several years in a row. It is a well-known fact that back in 1999, Pilberg, who headed the analytical group of the Security Council of the UMMC, professionally solved the “case of theft” at the Kirovgrad copper smelter (KMC, part of the UMMC). As a result, KMK security officers lost their posts: Valery Abramov, Anatoly Klevtsov and Alexander Khvorykh. The scheme of theft was as follows: the enterprise received slag with a copper content of about 3%, which was registered as a copper concentrate. A few years later, the employees of KMK, dismissed in disgrace, were again hired, but already in the Security Council of the UMMC. Pilberg was very dissatisfied with this circumstance, he constantly clashed with Abramov, suspecting him of illegal activities for his personal benefit.

The scandal in the waiting room was, obviously, the last straw in the relationship between Abramov, Pilberg and Kozitsyn, after which Pilberg received a settlement in record time (within four hours). After that, the experts of the "New Region" suggest, the ex-adviser of Kozitsyn made his major mistake. Offended by the unfair attitude towards himself, Pilberg apparently decided to take revenge, and at the same time solve the problem with new job- he began to apply to interested structures and departments with a proposal to sell them the information that he possessed. “At UMMC, Pilberg was in charge of the transportation of cash, which Kozitsyn received secretly from other UMMC shareholders, selling part of the company’s products “to the left.” Besides, former employee SB knew some of the nuances of UMMC accounting and other "industrial" secrets. Apparently, he still found a buyer, after that he was killed. Apparently, it was easier to remove it than to buy it out or do something else with it, ”explains a Novy Region source familiar with the case file.

Investigators claim that the Daewoo Espero car, in which Pilberg's killers escaped, is similar in description to a car belonging to the Uralelectromed plant. The car may have been stolen. This information is currently being verified.

Fund "Socium" by order of UMMC painted a portrait of an ideal governor. It turns out that people want to see not a "business executive", but a "businessman" in the post. And Andrey Kozitsyn, General Director of UMMC, should become it!

Ura.ru commented on the results of focus groups to determine the ideal governor of the Sverdlovsk region. The article cites the opinion of political scientists who emphasize that focus groups, unlike a regular survey, are not a quantitative study, but a qualitative one. That is, more significant and reliable. According to the results of the study, Sverdlovsk residents want to see the governor not as a "business executive", but as a "businessman." The article lists a number of well-known politicians and businessmen in the Sverdlovsk region. Among which the author gives a clear preference to Andrey Kozitsyn, General Director of UMMC.

For those who don't know. Focus group is a form of marketing or sociological research. It's done like this. A company of people is gathering about 10 people, united by some common features. For example, pensioners, students, workers. Or 25-35 years old, 35-55 years old, 55-70 years old. And among these categories, a hired moderator conducts a survey, based on the results of which a report is compiled. In principle, this is ordinary shamanism, since by buying a moderator and setting him a specific goal, you can get any desired result. This is the technical side of the issue. And now let's move on to the published results of the Sotsium Foundation.

To confirm the veracity of the conclusions of the study, the author of the article at the very beginning mentions the presence of a copy of the study in the editorial office. But for some reason he forgets to mention among which categories it was carried out. And without this information, all the conclusions of the author are zilch. Since the concept of “Sverdlovsk” does not exist in focus groups. They fall into the different categories mentioned above. In the article, Andrey Kozitsyn is exactly the one who needs the vague concept of "Sverdlovsk". A sort of native of the people, who is still remembered as a factory worker. In general, it makes no sense to enumerate all the praises of the author Andrei Kozitsyn. It is clear that the article is custom. And most likely Andrei Kozitsyn himself or someone from his entourage ordered it.

Andrei Kozitsyn has been aiming for governor for a long time. Therefore, readers will certainly be interested to know who the general director of UMMC is.

We say Kozitsyn, we mean Makhmudov

Iskander Makhmudov is the president of the UMMC, and Andrey Kozitsyn is the general director of the UMMC. And one cannot be separated from the other in any way. We say UMMC, we mean Makhmudov and Kozitsyn. We say Makhmudov and Kozitsyn, we mean UMMC. And just like that and nothing else. The reputation of Iskander Makhmudov is well known. And not because he was going to space. And unsanitary conditions at his food enterprises. And also on the account of Makhmudov raider takeovers lands and businesses. Do you think UMMC and Andrey Kozitsyn took part in them? UMMC was founded by Makhmudov and Kozitsyn in 1999. Their strong alliance has been going on for almost 20 years, and they have the right to be proud of it, like the bandits from the movie "Brigade" of their friendship. Everything they do, they do together.

Receipt to Mahmudov

In 2000 A receipt from Kozitsyn to Makhmudov in the amount of $850 thousand surfaced in the media. This money was needed for the election campaign of Eduard Rossel. The money was provided by a firm affiliated with Iskander Makhmudov. The media unsuccessfully appealed to various bodies, trying to achieve justice. Where big money is involved, it is usually absent. But Kozitsyn became the right hand of the governor Rossel. Eduard Rossel saw in Kozitsyn his successor as governor, so he carefully watched that all the tidbits in the region went to Kozitsyn, so that later, after leaving the post of governor, there would be something to profit from.

Capture of GOK "Vanadium"

With the light hand of Rossel, Kozitsyn got 19% of the shares of the Kachkanar GOK Vanady, which he wrote to another oligarch Pavel Feduleev. However, the acquired block of shares was not a controlling one and did not allow one to appoint his own person to the post of director. Kozitsyn decides to act quickly and decisively. In January 2000 he takes over the GOC with gunfire. Together with him, Feduleev settled on the territory of the plant. Kozitsyn is doing everything to prevent the meeting of shareholders. At the request of Kozitsyn, roadblocks are set up around the city.

The next step was to bankrupt the company. Kozitsyn takes a loan of $15 million from the bank and issues GOK promissory notes against it, which Svyatogor allegedly issues to his enterprise. But in fact, they end up with a front company, which immediately presents them to the GOK for payment. As a result, the enterprise goes bankrupt, and the company receives 90% of the votes at the shareholders' meeting.

War for Uralinvestenergo

But with the industrial group "Uralinvestenergo" a completely different scheme was worked out. Criminal cases were initiated against the managers of the enterprises of the group at the suggestion of Kozitsyn. Leaders Fedossev and Tikhonov accused of non-payment wages, although employees of their enterprises said that they paid regularly. The managers were not imprisoned, but by doing so, Kozitsyn began to put pressure on the shareholders of the Uralinvestenergo group. Further, a case was opened against Pavel Podkorytov, the head of ZAO Uralinvestenergo Corporation. The accusation was declared illegal.

The third accusation, already in embezzlement of funds, was brought against the head of the construction department of the group, Sergei Petrov. He was asked to give up his enterprise in exchange for his freedom. He refused and was released only thanks to his connections in the police. And these are just some of the episodes of Andrey Kozitsyn's predatory activity. In fact, there are many more of them, so today the UMMC has spread its tentacles from the Urals all over the country like an octopus.

Anti-nickel protests

Since 2012, there has been a powerful protest movement in the Voronezh region against the development of a nickel deposit by UMMC. 98% of the local population is against it. And all their hope in the fight against the steel monster UMMC is only on Vladimir Putin. The protests are unique. Nobody leads them, they have no leaders. Residents of regional centers, villages and villages sometimes spontaneously come out to rallies, without coordinating their actions with each other. The people simply do not want a nickel plant to appear next to their homes.

Actions were not always peaceful. It came to fights between activists and security guards of a private enterprise. In 2013 desperate activists overturned trailers and burned two drilling rigs. In the hope of somehow attracting the attention of the country's leadership. For a long time they have not hoped for the regional one, considering it bought by the UMMC.

UMMC, get out!

However, the UMMC tried to buy the activists themselves. In the same 2013 Mikhail Bezmensky and the Cossack ataman Zhitenev were detained for taking a bribe. The case has not been completed so far, and everything goes to the fact that giving a bribe to the activists was a deliberate provocation on the part of the UMMC. The monster does not shy away from any means to achieve its goal. Recently, the court once again postponed the consideration of the activists' case, as a lost letter from the deputy came up from somewhere. Prosecutor General, in which he writes that he does not see sufficient grounds for filing charges against Bezmensky and Zhitenev.

"Ideal" governor Kozitsyn

Everything is possible with money. Even create an image of an ideal governor. Moreover, you periodically receive regular awards from the authorities and sell your face at events sponsored by you. Not long ago, Andrey Kozitsyn even became an adviser to the governor Kuyvashev, about which he himself was surprised to learn. It turned out that during the departure of the governor, Vladimir Tungusov, head of the governor's administration, made a fuss. I took a facsimile of the governor and endorsed the appointment. Everything has been bought from people like Andrey Kozitsyn. Their people work both in power and in the media. You can buy an article and the results of large-scale research. Only a monster is a monster and remains. There is nothing human in it. Only steel and cold. And such a governor is certainly not needed by real, and not fictitious Sverdlovsk residents.

Sverdlovsk residents named the name of the ideal governor
Focus groups of "Socium" drew Kuyvashev's main opponent in the 2017 elections

All participants in the future gubernatorial race in the Sverdlovsk region should be wary - the preferences of voters have changed dramatically since the last campaign. A large-scale study (a copy is at the disposal of URA.RU) was prepared by the Socium Foundation on the eve of the gubernatorial elections. In it, the focus group participants indicated that the “ideal governor” combines activity and the ability to activate others, efficiency, charisma and will, is not afraid to communicate with the “people” and contact with voters, and in addition, is a patriot of the Sverdlovsk region.

For the first time, the researchers note, people's preferences have changed in such a way that they wanted to see the governor not as a "business executive", but as a "businessman". At the same time, the emphasis was placed "not even on the director of the plant, but on an effective and modern manager, better - the owner of the business, that is, a successful owner." “It is interesting that even representatives of a group of pensioners would like to see a “businessman” as governor,” analysts say.

In this regard, the presented analysis emphasizes that among the political and public figures of the Sverdlovsk region, who were named as close to the image of the “ideal governor”, focus groups especially single out the figure of UMMC co-owner Andrei Kozitsyn.

“He was called often and he is comparable in terms of attractiveness to the mayor of Nizhny Tagil, Sergei Nosov,” the study says. - Andrei Kozitsyn has the image of a socially oriented businessman. His merit is that he strives to provide the employees of his enterprise with good living and working conditions. The construction of social facilities was cited as an example. He has the image of a decent person who thinks about others, is ready to do something for others. It is also important that he is at the same time a successful leader, has business qualities that impress (for example, perseverance, prudence).

The respondents also noted the personal qualities of Nizhny Tagil Mayor Sergei Nosov, his Yekaterinburg colleague Yevgeny Roizman, the leader of the Sverdlovsk Fair Russia Alexander Burkov, the ex-governors of the Sverdlovsk region Eduard Rossel and Alexander Misharin, the first vice-governor Alexei Orlov, the rectors of USUE Yakov Silin and UrFU Viktor Koksharov, presidential envoy to the Ural Federal District Igor Kholmansky, former deputy head of the administration of the governor Alexei Bagaryakov. Among public figures, only Nizhny Tagil businessman Vladislav Tetyukhin was named.

In addition, participants from different cities of the region recalled their fellow countrymen, and therefore named the Sverdlovsk Minister of Education Yuri Biktuganov, the director of Milk Grace Yuri Zhukov, the vice speaker of the Legislative Assembly Viktor Yakimov, State Duma deputies Igor Toroshchin and Sergei Bidonko, as well as the head of the Sverdlovsk " United Russia” Viktor Sheptiya.

Political scientists emphasize that focus groups, unlike a survey, are not a quantitative study, but a qualitative one. “The study is interesting because it marks important points, important personal components for which there is a request. It also reflects the deficits that must be overcome by all candidates. And at the same time, perhaps, the opposite of what people already have is shown. Kozitsyn fully corresponds to the clichés with which they think ordinary people, and besides, I think, with all the ostentatious rejection, he has a certain hidden desire to take this post, ”says Alexander Pirogov, who is sure that the industrialist has a hidden desire to take the post of head of the region.

Kozitsyn, as the researchers found out, is also associated with other characteristics that are important for the “ideal” head of the region. In the cities of the region, they want to see a “come from the bottom” as a governor, who, “knows life and work in his own skin ordinary person". The absence of this, experts emphasize, "makes the right to leadership invisible in the eyes of the people." A significant part of voters would not like to see a military man in this post, believing that he can only be a performer, albeit a good one. In addition, “the governor must have contact with federal structures, the government of the country, understand „ this moment“and have access to the highest management level, if the interests of the cause require it.”

Political scientists, however, are sure that people will be inclined to idealize Andrei Anatolyevich only before his application for elections. “Kozitsyn acquired the image of a non-politicized active citizen with powerful industrial projects and a historical and cultural image component. In the public mind, he is a person who is not interested in political posts, but a hard-working, active Uralian. As soon as he goes to the governor, he will be perceived as a political figure and, like Roizman in his time, his people's love will decrease in this regard, ”says Anatoly Gagarin, head of the Ural branch of the Civil Society Development Fund.

Gagarin also has an explanation why the owner of the Sinara Group, Dmitry Pumpyansky, the general director of UVZ, Oleg Sienko, and the owner of RMK, Igor Altushkin, did not take the place of Kozitsyn. “They don’t work in the PR field, they distance themselves from it – they either don’t know how or don’t want to. Kozitsyn has worked and is working more actively in this field than anyone else. So people know exactly who is the “father” of the events that take place under the auspices of the UMMC.”

Political scientist Sergei Moshkin adds to this that, in comparison with all other businessmen, Kozitsyn is “the closest to Sverdlovsk land.” “The territorial coverage of his holding is higher than that of any other holding - Pumpyansky's Sinara, Evraz, and so on. Kozitsyn is an empire. And at the same time, he has the image of "our friend of our guy." Kozitsyn is remembered from the time of a factory worker, and then they remember how he became an elected director - this is our man from the bottom. And with all this, Kozitsyn is, albeit a very conditionally “shadow governor”: a lot depends on his position and opinion, he has weight and authority among the elites, tremendous influence on the regional authorities and entry into federal structures. Kozitsyn began integrating his people into various structures a long time ago, since outright lobbying is prohibited,” the expert explains.

The press service of the mining and metallurgical company admitted that they did not know anything about this study, and therefore could not comment on it.
