The publication of the interview unwittingly turned out to be timed to coincide with two dates that are next to each other on the calendar: this is the Day of Nuclear Industry Workers, which was celebrated just yesterday, and the Day of Remembrance of the Victims of Radiation Disasters, which are remembered today.

In "Rosatom" called a rebel

- Still, what meaning did you put into those words before the appointment?

The words that, as you said, went down in history, were spoken in a very specific situation. I worked in my hometown, at a factory to which a lot was given. At the same time, the point of no return - a certain boundary beyond which I imagined a more stable position of the enterprise - has not yet been passed, I see and understand this very well now. In a good way, it still needed two years, and I just didn’t want to leave something that had not yet been completed. As it is now, by the way, here at Mayak. I can't even imagine a situation where I myself would want to go somewhere. Because this is the cause you serve. There is so much more to be done here. Moreover, you know, as in any business: the more you know it, the more it begins to seem that you are still at the very beginning of the path ...

On the other hand, one should not think that we ourselves are sitting here and deciding: I will go there to work, but I will not go there. We're in the wrong system. Yes, at PSZ (Federal State Unitary Enterprise "Instrument-Making Plant", ZATO Trekhgorny - ed.) Much has not been done. But even here, apparently, a leader was needed to help the plant, the city. This is what we are doing now.

In general, in a good way, I took this transfer and moving as a challenge. And this is just normal for a leader to take such challenges and respond to them. I remember my wife helped me get ready before talking with Sergei Vladilenovich<Кириенко>. And suddenly he asks: “And if they don’t take it?” Well, why not take it?! No, you need to take it. With such a mood, I entered the office.

Mikhail Ivanovich, they say that in your incomplete two years, a cult of Pokhlebaev's personality began to take shape at the plant. On the other hand, you do not give the impression of a "bronze" and even an authoritarian leader. You even got accounts in social networks and methodically answer the questions of Mayak workers and residents of the city. So what kind of leader is Pokhlebaev really? Or, at least, what kind of leader would you like to be?

The cult of personality, unlimited power - all this is nonsense. Here they try to sit on my ears, they say something, but they don’t get closer to the body. I draw information, but no more. In boundless glory, I also do not bathe. I always invite my colleagues to a dialogue, I try to stir things up. Yesterday there was a meeting on the production system of Rosatom. Reports are all like that ... Ordinary, ordinary Soviet reports, like at party meetings. Reported, and all is well. And nothing like that, I say, nothing is good. Let's talk, I say. Argue with me, because I can be mistaken. In the end, I created a team, and I need to consult!

But there are such phenomena as clans, placing orders somewhere behind a fence... It has been here for years, decades. Such things can only be dealt with in an authoritarian way. At such an enterprise as ours, there is no way without an authoritarian style.

And then what to count authoritarian style? Ability to make a decision? To take responsibility? Lead people and become a leader? Substitute your body in the fight against the outside world? If so, then I am an authoritarian leader, although by nature I am calm, somewhere even soft. But if they begin to undeservedly cling to me or cling to my enterprise, I become different. And this, by the way, appeared in me after I became a director, when I felt the plant behind me (I was appointed director of the PSZ in 2009 - ed.). Sometimes in Rosatom they call me a rebel ...

- Kiriyenko calls?

No, Sergei Vladilenovich just does not name. They call others. Let it go. I know that I would not be a rebel - the plant in Trekhgorny would now sit without a state order.

- And if in 10-15 years they say about the “people's director” Pokhlebaev, will that suit you?

Certainly.

You have introduced the practice of corporate project sessions - a kind of brainstorming, when the heads of departments, together with you, in an informal setting, are looking for answers to some important questions. Did your subordinates accept it, got involved?

I'll probably say no. We sat, talked, and then ... Then it goes weakly. Yes, and there it is difficult to swing them into conversation. On the one hand, it is clear that we are all in different positions. And here the question is not about hierarchy, not about the fact that it might be difficult for someone to admit the very idea of ​​arguing with the boss. The issue is that your position, whatever one may say, often speaks of your ability, in principle, to grow up to such a conversation. Small-grass, it is often visible. But there is another thing - this is when specific actions are required from everyone in the future. And they are not there or they are not enough. It turns out a step back or standing still. And we are fighting with this, and here we have to return to the topic of authoritarianism in management...

We see a giant market ahead

- What impression did you get from Mayak when you received it?

I came in November (2014 - ed.), I looked. Then he flew around in a helicopter, although, of course, you won’t see everything from a helicopter ... Seriously, everything - that says it all. But this is the place that can be controlled, maintained in the state that is necessary for nature, for man. And, of course, develop, build the economy. Sergei Vladilenovich said in his interview for a reason that Mayak has a great future. He has new interesting products, heavy construction projects behind him.

- What are the construction sites?

Let's just say, objects that have been built for many years. The economy there was bad, the contractors were bad. A difficult legacy, in general... But this year we will level it all, pull it up to the point where it will no longer be a problem.

- "Mayak" is historically called a chemical plant, but what is "Mayak" today in reality? What is the ratio between defense programs and "peaceful atom" now? What are the company's immediate prospects?

We really have a lot to do with chemistry. But we still say that we are strong in physics - mainly in the physics of nuclear materials. And within the framework of these competencies, we will remain, developing both the defense industry and civilian life. The defense part is our traditional or, I would say, stable niche, where development is also taking place, but with its own logic, at its own pace. The state's need for this part has long been determined, and we all, of course, hope that nothing will change in this regard. Although, if you ask me about it, I will answer: "Mayak" will certainly respond to any challenges, will give the country what the country needs both in terms of quality and quantity. For this, in fact, the state created us.

In the ratio you are asking about, processing of the irradiated nuclear fuel and production of isotopes. This is our reserve on the way to improving the economy of the enterprise. In a year, we will become the only enterprise in the world that will be able to accept all types of fuel, all fuel compositions for processing. We only have to master one of them, and we will do it somewhere in a year.

Plus to it - various new intellectual products. These are new devices, new devices that are needed and in demand on the market. And here I would like to mention the machine tool industry. Of course, it is unlikely that we will become some kind of leaders in this part - rather, for us it will be some kind of side job. But this is a very good direction, not only in terms of the need to earn money. Here we attract those intellectual resources that are not and cannot be employed in radiochemical production. In Ozersk, around Ozersk, there are many young and not so young people who are competent in the same computer technologies. They can be in demand in instrument making, machine tool building. And in this production we will take them. We need to find our own zest, which will bring us both income and moral, so to speak, satisfaction - from the fact that we are doing something here that not everyone is doing. And we will definitely find such a zest in the machine tool industry.

But the most important and basic are isotopes. Here we will increase both the range and volumes. We are still one of the world leaders in this market, about 20% are behind us, and we still have reserves. New, as they say now, designs, new proposals for the market. An isotope by itself is just an isotope. But including it in different products is already a matter of adequate positioning in the market.

- Have the sanctions affected you?

Hardly ever. At least in this area.

Under the previous governor, there was talk of creating a cluster of nuclear medicine in the Middle and Southern Urals, and you, as producers of isotopes, seemed to have your own significant role in it. Now the talk about it has somehow subsided ...

At the same time, we are waiting for the opportunity to integrate into the medical cluster of Rosatom, talk about it is also going, so to speak, along a sinusoid. Potentially we will provide everything you need. And the inter-regional cluster, if one does appear, too. I'll even tell you more - Mayak came out to obtain a unique raw material for such a drug, which will be a breakthrough in the fight against cancer. Now we are finalizing this work so that it would be possible to bring this drug to the market, and this market will be gigantic and all over the world.

At one time, thanks to the moratorium on the import of spent nuclear fuel into the country, Mayak was pushed out of the reprocessing market. Have you managed to regain the lost positions by now?

- Rosatom introduces the service of integrated work with nuclear power. Such, you know, a full cycle. The plant will be designed, built, launched, and serviced for you, including solving the issue of SNF management. And Mayak, with its competencies and experience, will, of course, participate in this work. When concluding contracts - I will not name the countries yet, but there are contracts - we will participate in the processing of spent nuclear fuel, and return the products of processing to fuel compositions. The second way to deal with spent nuclear fuel today is to send it to long-term storage. Today, many countries are following the latter path. But this is not our path, not the path of Mayak, and it is important for us to confirm our competences, and to show an economy that will outstrip the economy of long-term storage. We are distinguished by a diversified, diversified nature of the economy. We have many different businesses, areas of work where we learn how to make money. And due to this, we will push competitors.

- Mayak remains state-owned?

Yes, we do not observe and do not expect any encroachments on our state status. Now another federal state unitary enterprise, Bazalt, in the Saratov region, is joining us as a branch. Their specialization is beryllium products, their products are combined with ours. Recently, a team of tops examined this enterprise, got acquainted with the specifics and problems. I think that already in 2018 they will start working as part of Mayak. The company is small, with just over 300 employees. Nice, well maintained business.

For lakers, the issue of building the South Urals has always been of particular importance. nuclear power plant. Do you have fresh information about the prospects of this project?

The idea of ​​returning to the old site with a couple of reactors is being discussed. This would allow the formation of a research and production energy cluster in which Mayak could play a key role. Look: the unit is working, generating energy, and we supply fuel assemblies for it, then we reprocess the spent fuel. And all this is here, in one territory, with decent volumes. If an appropriate decision is made, we will support it in every possible way. Moreover, if our construction and repair department is not busy, we will take part in the construction, we will make structures. Maybe we can help design.

In the zero years, Mayak put the Techa cascade of reservoirs in order, helped the region with the resettlement of the village of Muslyumovo. Last year, Lake Karachay was hidden under a concrete sarcophagus. Are there comparable conservation projects pending or planned?

There is a federal target program "Nuclear and Radiation Safety", and "Mayak" is built into it. In practice, there remains a gigantic set of measures aimed at monitoring the environment and maintaining the ecological balance in the area where we once appeared and where in different years and in different situations, performing certain state tasks, in a certain way "inherited". More optimism

A year ago, the next municipal elections marked the return of Mayak to the management of the Ozersky urban district. Is Mayak able to do this, because Ozersk, which is 90,000 strong, is far from being a satellite village of a regime enterprise? In general, in your opinion, is the model of the relationship between the city and Mayak as a city-forming enterprise still relevant? Maybe it's time to open the city and let it float freely?

Well, look. The city is home to 37 thousand pensioners, most of whom are ours. Now there are 12 thousand people who have families. If you count everyone, you get about 70 thousand people - out of 90 thousand living in the city. Agree, this is why Mayak cannot stand aside. We are a city-forming enterprise, and looking at these figures, it is difficult to say otherwise. I'll add more. The projected revenue of Mayak this year is about 20 billion rubles. Of these, 8 billion, plus or minus, is the wage fund. That is, wages, the consumer market. It turns out that in the economy of Ozersk, the economy of our entire district, a lot depends on us. And the closed perimeter of the city does not interfere with this in any way.

Probably, in order for us to work well, we must live well. This is the meaning of our return to the city government. Not to find a place for someone, to attach. I don't have enough people, just like everywhere else. And it was still necessary to find literate and sensible people so that they would agree to go to work for a salary that was half the previous one ... They found them, brought them to the city leadership. They work, begin to take on such problems that previously seemed unbearable.

- Is the city administration a workshop outside the industrial site? A detached unit?

Of course not. But we live in the same city, we just go to work in different places, we receive salaries at different cash desks. Between the city and the combine, finally, harmonious, business relationship which are already showing results. Someone doesn't like it? Perhaps, to those to whom we crossed the road, and in the literal sense, when we undertook, for example, to make the roads themselves again in the city - without profit, but to do it. And if you calculate, then in this season alone there are already 30 million for the effect. Can you imagine how many Mercedes would be bought, how many trips abroad would be paid for? But not destiny...

What problems do you see in Ozersk at the moment? What solutions do you propose? What do you think the city lacks?

Lack of social optimism. This is a very important thing, a lot depends on it in the city, starting with the population. While the population in Ozersk is decreasing. And it should grow, and qualitatively. Young people and students should come here. Come and stay.

- So, maybe, take a swing at your university, like in Dubna? There were such proposals.

We already have our own university, it needs to be fine-tuned so that it is attractive not only for students of technical specialties, but also for those who are more in the humanities. This is what they are doing right now. But most importantly, we need beautiful jobs - beautiful both in form and content. To be a beautiful, cozy, safe city. Of course, you also need quick access to big cities, where you could go to hang out, and then back to yourself. These are the tasks we will solve with the whole team that has developed in the city. And we decide it's a must. I measured the time lag for all of us from 3 to 5 years. It was my authoritarian decision.

In the triangle of contention

There are interesting and still somewhat mysterious closed cities on the map of modern Russia, which have become widely known only in the last quarter of a century. These are the cities of Rosatom, inaccessible to prying eyes. There are ten in total. They are very similar. They were designed in the same institutes and built according to the same standards. Public life in these cities, too, it is as if subject to the same laws. The main and determining factor is the decisive role of the city-forming enterprise. Or rather, the formal and informal influence of the head of the enterprise.

And here a lot depends on the personality of a particular person. Is he able to withstand the temptation of power or not? For seven decades, the history of nuclear enterprises has known different directors - both intelligent organizers and outright tyrants. But history often repeats itself.


New general

One of the largest closed cities - Ozersk in the Chelyabinsk region arose as a result of the construction of the Mayak plant. The enterprise was originally created for the production of weapons-grade plutonium. This explains the extremely harmful and dangerous nature of production, which has ground tens of thousands of people.

Many of them paid with their health and lives for the dubious right to work in the shops of the firstborn of the nuclear industry. In a small Ozersk, three huge cemeteries immediately catch your eye. Bitter for their inhabitants was the taste of atomic "chocolate". At the cost of many human lives, the emergence of radiation safety standards has been paid.

For decades, quite definite social relations have been formed in the city. The opinion of the director of the plant is decisive here, regardless of whether it is correct or not. No one dares to challenge or object to him. Yourself is more expensive.

As usual in such closed communities, around the center of influence, there is an own environment of associates, ready to embody any whim.

Ozersk is no exception. In December 2014, the Mayak plant was headed by a new CEO Mikhail Ivanovich Pokhlebaev. The man was previously unknown in the city. His candidacy was presented personally by the head of Rosatom, Sergei Kiriyenko. With a very flattering characterization, by the way.


The first impression of Mikhail Pokhlebaev turned out to be ambivalent. Smiling sociable person, easily making contact with strangers. But by education he is a specialist in electronic devices. What relation can he have to chemical production? And what understanding of its specificity can he have? As it turned out later - none. Absolutely.

Subsequent events showed, alas, that fears were not in vain. Mikhail Ivanovich turned out to be a man of character. And very difficult. Behind the smiling appearance was a tough leader in decisions. For which there are only two opinions: mine and wrong.

The warning of the former Ozersk head Alexander Kalinin, who was previously well acquainted with Mikhail Pokhlebaev, turned out to be true: "If he thinks he is right, it is very difficult to stop him."

Alas, the uncompromising and rigidity of Mikhail Ivanovich's judgments did not always coincide with his knowledge of this or that subject. This happened with a very adventurous decision to locate the production of machine tools at the site of the plant. For production, a building was chosen that was badly damaged by radiation pollution and completely unsuitable for the production of consumer products. However, significant funds have been invested in its renovation.

At the same time, both the plant and the district had a number of empty production sites, fully suitable for any civilian production. But the opinion of one person was more important.

And what, no one objected to this frank adventure? If anyone had an alternative opinion, they chose to keep it to themselves. The new CEO showed himself to be a quick person to quickly dismiss those who disagree, or those who did not suit him with anything. Even those who considered their positions very strong had to be convinced of this very quickly.


In corporate style

The organization of an election campaign in September 2015 became an example of Pokhlebaev's corporate "style" in approaches to solving the tasks at hand. Ozersk had never before encountered such a massive and demonstrative disregard for the electoral legislation.


The beginning of the events was laid by the visit of two representatives of the information center "Mayak" to the territorial election commission. It is necessary to tell about these representatives in more detail. Kirill Zernov and Ivan Khaibullin. Both are not local. The specifics of Ozersk are not well known.


Kirill Zernov was "introduced" to the plant a few years ago with the assistance of the Chelyabinsk political scientist Alexander Podoprigora. The political scientist enjoyed the favor of the former CEO Sergei Baranov and successfully applied him in various commercial endeavors.


For this purpose, Kirill Zernov was required. Over the years, he changed several positions in the information center, but never let go of the threads of general management. Outwardly, it gives the impression of a person who has long and closely made friends with alcohol.

Ivan Khaibullin is a nimble young man born in 1991 - as they say in such cases, completely "Pokhlebayeva's man." He arrived in Ozersk with him and is included in the inner circle. Considered a specialist in conducting election campaigns and press relations. How he did this can be clearly seen from the elections in Trekhgorny in September 2014 and a year later, in September 2015, in Ozersk.

In both cases, different methods were used, including massive bribery of voters, albeit veiled under the distribution of anniversary gifts. The local voter turned out to be weak, and easily succumbed to the temptation of a gift worth three hundred rubles. Taken from the budget of the enterprise, of course.

And two such interesting young people once visited the chairman of the territorial election commission of the Ozersky district. At that time, this position has been held for the past five years by Kotelnikov Sergey Nikolaevich. Combining with the main work as the head of the personnel department of Mayak.


Both occupations are very troublesome and require remarkable personal qualities. Sufficiently high purity and legality of the previous elections held in Ozersk were largely ensured by the principled position of Sergei Kotelnikov. And there were enough proposals to “correct” the election results. But all of them remained only at the level of wishes. But other times have come...


Grandmothers bought into the coupon

The proposal received from Zernov and Khaibullin turned out to be very simple - “cooperate”. To which Sergei Kotelnikov reasonably replied that he was always ready for cooperation, but on the basis of compliance with the law. But this answer did not suit them at all. The visitors left, and a real intrigue began with a multi-way combination to remove Sergei Kotelnikov.

Mikhail Pokhlebaev himself ran for the Legislative Assembly of the Chelyabinsk region. The election was 110% guaranteed. It's kind of a tradition. The last few directors of Mayak were all deputies of the ZSO. As a rule, they did not show legislative activity, but formally they were representatives of the district.

But here's the problem. Most of the members of the election commissions were employees of the plant and were in a subordinate relationship to the candidate. And here comes a very bizarre document. In accordance with it, only Sergei Kotelnikov is directly subordinate to the general director and cannot lead the election commission. And all the other members of the commissions from among the employees of Mayak, it turns out, are not directly subordinate and can safely continue their activities.

Even formally, this document raised questions. Since Sergey Kotelnikov was directly subordinate only to the Deputy General Director for Human Resources. But, neither the regional election commission, nor other responsible persons chose not to notice this contradiction and agreed with the arguments given.

Sergei Kotelnikov was temporarily removed from the leadership of the election commission. His deputy Anna Schmelzer becomes acting. The combine's lawyer, a completely loyal person and ready to carry out any order. A simple and elegant combination.

And then it turned out to be even more interesting. The experience accumulated a year earlier in Trekhgorny came in handy. On election day, a lottery is scheduled to draw prizes in honor of the anniversary of the nuclear industry in the form of a bottle of champagne and a box of sweets among city pensioners. And in Ozersk, pensioners make up a good half of the electorate, more than 30 thousand people.


Literally a week before the election, the distribution of coupons for prizes begins. Activists go to apartments, to enterprises. They gather pensioners in the information center and the dispensary of the plant, over tea they explain who to vote for and introduce them to the candidate in their constituency.

Initially, the organizers planned to distribute prizes directly at the polling stations. Only the beginning of the protests forced them to change tactics. The pensioners who came to the polls exchanged previously received coupons for coupons of a different color and went to receive prizes at the information center.

The city was in a frenzy. For several days, thousands of pensioners stood in line for a coveted gift. Some came for him several times. And far from needy people. Many former employees The plant's pensions amount to more than 30 thousand rubles. But the smell of "freebies" hit my head. So, in pursuit of champagne, these elections were held.

Invented absenteeism

But what about Sergei Kotelnikov? Has everyone forgotten about him? No matter how! They remembered him and looked for an opportunity to get rid of the intractable and principled employee. Moreover, a replacement was found quickly enough. And who would it be - what do you think? Meet Alexey Sergeevich Rozhkov, lawyer. A young man born in 1989. Specially summoned from Trekhgorny. And to make it completely clear who and where is a relative of Mikhail Pokhlebaev. At least that's how they present it.

In December 2015, there is a change in the composition of the election commission of the Ozersky district. Alexey Rozhkov is introduced to the commission and becomes its chairman. A person who has just arrived in Ozersk and is completely unfamiliar with the city. But family is above all. Normal lake tradition. Quickly picked up. On whom else to rely, if not on a native person?

So. Sergei Kotelnikov was removed from one position. The Electoral Commission is in the right hands. What's next? And now you need to vacate the position of head of the personnel department. But there are no grounds for dismissal. But if there are no grounds, then they must be created artificially.

In fact, Sergei Kotelnikov was suspended from work. He could no longer really do the work of the personnel department. Methodical squeezing began, or rather, persecution under the slogan: "Whoever is not with us is against us!" If a less persistent person found himself in such a situation, he could leave on his own.

But Sergei Kotelnikov worked at the plant all his adult life. He became a true master of his craft. Get used to interacting with professionals. Yes, there are only a few years left before retirement. And at the other extreme, a group of comrades who very vaguely understand what the enterprise is like, which, as a result of a random combination of circumstances, it fell to them to lead.

Tuesday 15 March 2016 was a regular business day. But it was on this day that a provocation was conceived. The plant's administration is located in several buildings. And the head of the personnel department for business affairs needs to move between them during the day. Although Sergei Kotelnikov was actually removed from work, there were still quite a lot of cases.

In addition to meeting people in my office, it became necessary to visit neighboring buildings to resolve the accumulated issues. And in the first half of the day, Sergei Nikolaevich spent part of the time outside his office.

This circumstance was used as a pretext for accusing him of committing absenteeism. And on the basis of the alleged absenteeism, an order appears to dismiss Sergei Kotelnikov. Here is such a sophisticated revenge for the desire to act within the law.

And who was appointed to the vacant position? Aleksey Rozhkov, who is already well known to us, has neither sufficient knowledge nor experience.

Did Sergei Nikolayevich try to somehow personally talk to Mikhail Pokhlebaev and try to clarify the situation? Was trying. And How? No way. The CEO made it clear that he didn't want to talk to him at all. The image of Sergei Kotelnikov was helpfully formed for him in a negative way and he did not want to deal with the situation on his own.


The court decided

Sergei Nikolayevich had two ways: to accept, as many did before him, or to fight and defend his rights in court. He chose the second one. The consideration of the reinstatement case in court lasted almost two months.

The witnesses in the case behaved differently. Some workers of the plant were afraid of possible negative consequences. They either did not come to court at all, or, in their words, “knew nothing, saw nothing.”

It is all the more pleasant to realize that there were enough people who were ready to give truthful testimony in court, without fear of possible dismissal or other reprisals. At a difficult moment, they did not leave Sergei Nikolaevich to the mercy of fate, as some did, they showed human decency.

Gradually, step by step, a picture of outright falsification, committed on the direct instructions of the enterprise's management, emerged in court. The sight is rather unpleasant. As a result of fulfilling the whims of one person, a whole group of managers was engaged in falsifying evidence, not even stopping at deliberately false testimony in court. Sad…

Do you know who represented the defendant in court? Anna Schmelzer, already familiar to us. For five years she worked in the election commission side by side with Sergei Kotelnikov. But when the wrath of Pokhlebaev fell upon him, she even instantly stopped saying hello.

Tried to present falsified evidence in court. Recordings from two video cameras, on which there is no image of Sergei Kotelnikov entering the building. The recordings, of course, were cleaned up and some of the frames were simply removed.

But they forgot about the third camera. And there is Sergei Nikolaevich on the recording from this camera. And everything immediately became obvious, simple and clear. Who is who in this story.

It should be noted the excellent work of the Ozersk city court in this process. The court was able to objectively and comprehensively examine this situation and make a reasonable decision. At the meeting on June 1, 2016, the court decided to satisfy the claim of Sergei Kotelnikov. The dismissal order is declared illegal and canceled. It would seem that the point in this story has been put. But no. The defendant appealed the decision of the court of first instance to the Chelyabinsk Regional Court. So this is not the end of the story. To be continued.

The office of the general director of the Mayak Production Association, at first glance, does not look much like workplace the first head of the city-forming enterprise of the nuclear ZATO. Sports cups are on cupboards and on tables, hockey uniforms are in a conspicuous place and sticks autographed by famous players of the Metallurg hockey club ... And Mikhail Ivanovich himself does not strive to give the impression of a closed person. He talks a lot about his vision of what to be like in Ozersk and the Urals, where the Pokhlebaev family has been living for almost three centuries, the Mayak Production Association and all of Russia, led by him today. Mikhail Pokhlebaev, a FederalPress journalist, surprised more than once during the conversation with his openness and readiness to express his personal view on far from production issues. - Mikhail Ivanovich, when you first came to Mayak in 2014, some media wrote that the decision to change the post of the head of the Instrument-Making Plant in Tryokhgorny to the chair of Mayak's general director was not easy for you. And they even quoted your words: “I won’t go there voluntarily if they only order ... The question is what is required of me there and how much it corresponds to my foundations as a manager and citizen ...” The journalists didn’t misinterpret it, was it?

- That is, it was a difficult choice for you then. Why?

- Well, can you imagine: Tryokhgorny - 30 thousand people, the plant is ten times smaller than Mayak, everything is fine with production. There are no environmental problems. My house was built, age is 60. In principle, for ordinary person- anything else?

- And then an offer comes from Kiriyenko, right?

I regarded the proposal from Sergei Vladilenovich as a combat order. And there were no more applicants for this place. Either they did not fit in the opinion of the head of Rosatom, or they themselves refused. But I made the decision only after talking with Kiriyenko.

– At that meeting, you could not help but discuss the future of the plant. Tell me, how do you see Mayak in a few years?

– This is an enterprise that produces half of the world's isotopes for various irradiators. This is an enterprise that processes up to 1000 tons of fuel per year, produces all the components for ammunition and has a revenue of 50 billion rubles a year. Where smiling staff and people live in good houses. Of course, to have a spiritual life and better ecology.

And these are not dreams. Our prospects are good. Mayak is in demand not only within the nuclear industry, but also outside it, in the field of high technology. And when you are financially and economically stable, when you have a high scientific and technological potential, you can outdo any competitor.

– Does the company also operate on the foreign market?

- Yes. We will process fuel from Bulgaria. They fought for this echelon for almost three years. They thought for a long time: to take out the fuel or to store it. Fuel nuclear power plants stored in many places in Europe. But even our Russian market with its number of Mayak reactors is quite enough. Plus, there is Bushehr (a nuclear power plant in Iran near the city of Bushehr, built with the participation of Russia. - ed.), and there are many power units under construction around the world, the fuel of which we will have to process. In two or four years we will have a lot of this work. The fuel will lie in the on-site pools, it can be transported for processing. Plus, we will further confirm our refining capabilities for the secondary involvement of fuel [into production].

– Tell us, how is the implementation of the project for obtaining the status of TASED in Ozyorsk (a territory of advanced socio-economic development. - Ed.) going?

- In short, now everything rests on legal casuistry, because today the status of TASED and the status of a single-industry town seem to be incompatible. Our readiness is great. It is possible, roughly speaking, to organize a new production in two months.

- Why does the city need the status of PSEDA?

It so happened that the closed cities of Rosatom were created for nuclear industry enterprises under construction. The best specialists from all over the country were selected here. And the next generations after them are the gene pool of those the best specialists. In the 90s and subsequent 2000s, many people left here. And last year, for the first time, the outflow of the population turned out to be less than the inflow. But the question arises: what to do with [those who come]? That is why, in addition to Mayak and the enterprises existing in the city, we need new companies with new jobs, intellectual and science-intensive, attractive to young people and everyone who comes. This is why we need TASED.

– Do you want to make Ozyorsk not just a closed city that was once built around a top-secret enterprise, but a territory attractive for business?

- Yes. And it will also be a business incubator, an incubator of ideas. The brains are good. The people are correct. They need hard tasks, and they will get them. In particular, thanks to TASED projects.

- It’s clear about business, but what is the interest of ordinary Lakers here, can you explain? Why should they?

- Mayak is not the whole of Ozersk. But we want those who do not work for us to live as well as possible. We feel responsible for life in the city and the region. If we wait for someone to come and do it, then we will not wait for anything. Everyone should still contribute little by little. I don’t feel this responsibility on paper, it’s just that I have a certain energy, and it pushes me to action.

- Now the city is headed by people from Mayak, your recent subordinates are the head of the administration Evgeny Yuryevich Shcherbakov and the chairman of the meeting of deputies Oleg Vyacheslavovich Kostikov. In fact, the plant assumed political responsibility for the city. Doesn't it carry such a load?

- The load does not press at all. You see, if you are weak, then you will never grow up to responsibility. If you are strong, then this corresponds to your life, pace, efforts. Of course, it takes a lot of time to overcome the resistance of people who would like to interfere with us. Unfortunately, there are such people in Ozersk.

Where does this resistance come from?

Maybe because of my conviction that in our current situation, businessmen in the local government cannot actively participate. Because they immediately begin to solve their problems. How was it recently? They went into any office and, hiding behind the status of a deputy, solved their problems. This situation must be stopped. It is necessary that people [in power] be relatively independent, who do something not for the sake of their business.

- Does Mayak take part in city programs today? I know that the plant is actively helping the city in the construction of roads.

- Last year, the picture in the city was not the most favorable: the budget of Ozyorsk was reduced, the overall dynamics was negative. And in order to somehow improve life - roads were in the first place among other problems - we decided that we could take on city roads and make them for little money. We also have our own asphalt and bitumen plant and road equipment. We did not need any profit from these works.

- Does Mayak keep social programs? How much are they valued today?

Even when the situation was rather bad, we did not reduce the amount [of aid]. There is a main social program, let's call it "Mayakovskaya". Its size is a little less than 400 million rubles. This includes assistance in purchasing housing in the form of an interest-free subsidy, and compensation for half the mortgage rate, various payments to pensioners, preferential vouchers for children and pensioners to a dispensary, and a voluntary medical insurance program for all employees. There are various sponsorship programs. There can be a variety of reasons and circumstances. Someone needs help with a trip to the world checkers championship, someone with expensive medicine. Not only Mayakovo workers and veterans, but also any resident of the city can get into this program.

- Mikhail Ivanovich, Mayak remains the flagship of scientific and technical thought for everyone, it is one of the largest, most powerful enterprises. But many people after famous events 1957 continue to associate him with environmental problem. Tell us what is being done to overcome the consequences of those years?

“You see, our problems are all in sight. The largest of them is Karachay, where in the first years of implementation nuclear project dumped large amounts of waste. Two Chernobyls rest there. There is the Techa cascade of reservoirs, where waste was also dumped, at that time not knowing and not understanding what to do with it. In the West, by the way, in those years they acted in much the same way: they poured waste into full-flowing rivers, and then it was all carried away into the ocean and dissolved there. And the Techa River turned out to be not such a suitable body of water into which waste could be dumped relatively painlessly. We completely closed the water area of ​​Karachay. But this is like a sleeping tiger, with which you will have to live for tens and hundreds of years, and which you must constantly monitor.

- That is, Karachay, despite the fact that he was bombarded, should be watched? And this period will be indefinitely long?

We cooperate with various organizations who are great specialists in the field of hydrogeology, because a lot of us [waste from the plant] really lies underground. And on the basis of [their recommendations], we organize our activities to ensure a secure environmental future. We control not only Karachay. The territory that we have covered by monitoring is larger than the Leningrad Region. Sensors are installed in 1.5 thousand special wells, the readings of which are monitored around the clock. So environmental control in our vast territory is set at the highest level.

- I know that you were interested in the history of your family, even compiled a genealogical tree of your family. If I am not mistaken, a significant part of your ancestors is connected with the Urals.

I was able to document the history of the family on the paternal side until the 1740s, where there is a clear birth record. Accordingly, the father of this child was born around 1707-1708. In general, my father is from the village of Karaulovka, Katav-Ivanovsky district. And to this day, all my ancestors along his line are from there. It is curious that the village of Karaulovka was taken from somewhere in the central part of Russia back in the 16th-17th centuries. Maybe someone lost to the peasants in cards, I don’t know. They all said “c” instead of “h”: “Let's go and have a drink of tsika” - such a dialect was interesting. I was so surprised: I used to come to them as a kid in Soviet times, and they had a “tsai” there ... The village was big: 1,700 people, of which 900 men and 800 women were parishioners. That is, almost everything. And some sect was there, 17 people. Now there is nothing in that place, only Christmas trees in the fields.
My grandfather was accused of being a kulak. Those who dispossessed him walked in rubber boots on bare feet in winter. And my ancestors, as I read, were respected for diligence and ingenuity: my grandfather had either a seeder, or a winnowing machine, which he himself built, and several horses and cows. And for this, his family was considered fists and destitute.
And my mom doesn't know where she's from. During the war, children from the front-line regions were taken to the Urals, so she ended up in the Chelyabinsk region, in the Katav-Ivanovsky district. As I later found out, there was at first one adoption, then another. She even has a random date of birth in the documents: as they appointed November 7, they wrote it down.

- Did you sit in the archives yourself?

- Wife. Well, you can imagine: if the husband is a director, then wherever the wife gets a job, they will definitely say, they say, by pull. Therefore, we cut it all off at the very beginning, so that there would not even be any talk. The wife takes care of the house, if necessary - grandchildren, and that's all. Well, more research. And my wife also has friends who work in the Aksakov Foundation in Ufa (the memorial house-museum of the writer Sergei Aksakov in Ufa - ed.) They helped read and disassemble old documents.

The “Mayak Production Association” from the South Ural ZATO Ozersk, which is headed by the United Russia Deputy of the South Ural Legislative Assembly Mikhail Pokhlebaev (by the way, a friend of the ex-head of the Federal Security Service for the Chelyabinsk Region, General Igor Akhrimeev), invented interesting way development of state corporation funds. Tens of millions of rubles go to a dubious office engaged in obscure "reduction of social risks." At the same time, a simplified procurement form is used, which practically destroys competition, and the services themselves are classified as commercial secrets. For what purposes, and, most importantly, to whom and into whose pockets do tens of millions from Rosatom go? "Russian Press" conducted its own investigation and found out who was "cutting" this money.

The attention of the "Russian Press" was attracted by the latest purchase No. 31705556554 dated September 25, 2017, which appeared on the State Procurement website. The customer is the Federal State Unitary Enterprise "Production Association" MAYAK "" from ZATO Ozersk, Chelyabinsk Region. The initial purchase price is 42.85 million rubles. This purchase attracted attention with its name: the right to conclude an agreement for the provision of services to reduce the level of social risks in the city ofOzersk, Chelyabinsk region. A very interesting wording that prompted the Russian Press team to ask what kind of services they are such that the state corporation is ready to spend as much as 42.85 million rubles on them.

The population of Ozersk is small - 79.5 thousand people. It turns out that 537 rubles were spent for each city dweller in order to “reduce social risks”. Waste so large funds state defense corporations for strange purposes looks like outright money laundering. To understand whether this is so, let's see who makes such an odious order - and in whose hands it is given.

Friend of the disgraced FSB general

The director of the Mayak Production Association is Mikhail Pokhlebaev, a deputy of the Legislative Assembly of the Chelyabinsk region, a member of United Russia. The opinions of the population on the Internet about the deputy work of this representative of the party in power, to put it mildly, are negative, and sometimes even frankly abusive.

Despite the electorate’s clear distrust of this “servant of the people,” Mikhail Pokhlebaev has been running a defense enterprise that is part of the Rosatom Group for almost three years, since December 2014.

The personality of Pokhlebaev in the narrow political circles of the Southern Urals is quite well known for one more reason: he is considered a friend of the ex-head of the FSB Directorate for the Chelyabinsk region, General Igor Akhrimeev. And this general, about whose glorious deeds the Russian Press repeatedly wrote, rememberedpoliticallym circlem Chelyabinsk"protection» business and custom cases against the political opponents of the oligarch Alexander Aristov, who, according to our sources, Akhrimeev was almost like "on a contract." The friendly relations between Pokhlebaev and Akhrimeev were no secret to anyone in the political elite of the region: they even hunted together.

Apparently, the feeling of impunity, inspired by a high-ranking comrade, remained with Mikhail Pokhlebaev even after the shameful resignation of Igor Akhrimeev. Otherwise, it is difficult to explain such impudent procurement procedures that the company carries out under his leadership.

Auction "for your own"

So, on the morning of September 25, purchase No. 31705556554 was posted on the website of the State Services to determine the supplier of certain services to reduce social risks.

Three bidders with prepared proposals came to the auction:

  1. Open Media Kit LLC. Legal address: Moscow region, Troitsk, st. Nagornaya, d. 8, apt. 294. Director N. V. Chazova.
  2. LLC "Street of Freedom" Legal address: Moscow, Krasnopresnenskaya embankment, 12, PO Box 2. General Director N. N. Doroshenko.
  3. Alpha-N LLC. Legal address: Moscow, Leninsky avenue, 4, building 1 A. Director D. Yu. Nazarov.

This is due to the fact that Mayak decided to search for a supplier of software in the form of a simplified purchase. Requests from these companies were requested in advance: June 22, 2017. The reasons for this approach are explained in the "Analytical note to the contract for the provision of services to reduce the level of social risks in the city of Ozersk, Chelyabinsk region in 2017-2019". The rationale is as follows:

« Simplified procurement is carried out in accordance with the minutes of the absentee meeting of the Operational Committee of the State Corporation Rosatom dated May 25, 2017 No. l-OK / 26-Pr.

“In accordance with Section 6 of Annex 12 to the UIPS, the supplier was selected by sending personal inquiries and receiving responses from organizations specializing in the provision of similar services (3 responses to inquiries were received).”

The use of this trick allowed the management of the Mayak production association to limit the number of participants. Requests were sent to only three companies, and no one else could simply physically show up for this auction. Only those companies that Mikhail Pokhlebaev, director of the Mayak Production Association, personally decided to involve in the cause of reducing social risks in the city of Ozersk.

Note that the simplified form has a powerful potential for corruption, so the customer would like to see a clearer rationale for choosing this particular procedure, and not an open auction. But the wording “in accordance with the minutes of the absentee meeting of the Operational Committee of the State Corporation Rosatom dated May 25, 2017 No. l-OK / 26-Pr.” does not answer this question and does not clarify the situation.

Formally, of course, the purchase took place within the framework of the law, but it can be seen with the naked eye that the management of the Mayak Production Association was clearly not interested in the competitive procedure. It turns out that it seems that the law was not violated, but the purchase looks, nevertheless, very doubtful.

Creating the visibility of trades

Let's see how the auction went. The difference in the proposals of the participants turned out to be quite symbolic for such a lot - within half a million rubles. It can be seen that they traded only for the sake of appearances.

One gets the impression that FSUE PA "MAYAK" requested proposals from these participants only in order to formally comply with the bidding procedure. Well, the Moscow Open Media Kit LLC turned out to be the winner:

“As a supplier for the provision of services to reduce the level of social risks in the city of Ozersk, Chelyabinsk Region in 2017-2019, the most preferable is Open Media Kit LLC, which offered the lowest contract price of 42,950,000.00 (forty-two million nine hundred and fifty thousand) rubles 00 kopecks, VAT is not provided.

And here is how the Mayak software shows the visibility of trading and savings:

“With the selected supplier, pre-contractual price reduction negotiations. As a result of the negotiations, the contract price was reduced and amounted to 42,850,000.00 (forty-two million eight hundred fifty thousand) rubles 00 kopecks, VAT is not provided.

It looks like this: all the announced companies set a price slightly exceeding the customer's capabilities. What to do? We sat down, talked, and the management of Open Media Kit LLC, sighing heavily, dumped 100 thousand and agreed to get to work at the starting price offered by Mayak software.

Obviously, in this case, the Mayak management tried to show Moscow the appearance of savings. But in fact, the winner of these dubious "bidding" will master the maximum value of the contract.

And the whole dubious-looking event was called a "price cut"!

It would be extremely interesting to see what needs to be done according to the terms of reference. But on this purchase they put stamp "Commercial secret". This is explicitly stated in the Analytical Note:

"The terms of reference and the schedule are a trade secret."

Well, nothing surprising: it’s easier to accept works when they are accepted by “all of their own” and no one from the outside can find out what is actually handed over there. It is impossible for an outside observer to understand whether the contractor has complied with the terms of the contract. Moreover: the types of work themselves are unknown, and the purchase is a "pig in a poke". Where and why, at the behest of the Mayak management, tens of millions go - a "commercial secret".

Amazing Coincidences

The purchase could be called unprecedentedly impudent, but ... The most interesting thing is that there are similar precedents with the participation of Mr. Pokhlebaev. And this already allows us to talk about the system.

It turns out that Mayak last year already spent 19 million rubles to reduce social risks, which is confirmed by the notice on the State Procurement website No. The price of the contract is 19,000,000 rubles. The initial purchase price, which is remarkable, is the same 19 million rubles.

The customer is the Federal State Unitary Enterprise "Production Association "Mayak", and the name of the purchase is "The right to conclude an agreement for the provision of services to reduce the level of social risks in the city of Ozersk, Chelyabinsk Region in 2016".

Again, the customer sends a price request to three companies. And again, suppliers offer prices with a minimal difference: here it is already only 10 thousand rubles.

Look, the companies are the same: Open Media Kit LLC, Svoboda Street LLC and Alfa-N LLC. But in 2016, the winner was Svoboda Street LLC, which indicated a mobile phone and a PO box for communication.

An interesting coincidence.

And it is not alone! Admire the another interesting purchase of Rosatom, from another closed city of the Chelyabinsk region - Trekhgorny.

This is purchase No. 31603855854 (Contract No. 192-46 / 18-2016-KT (in the EIS number No. 57405000428160005620000) dated 07/20/2016). The price of the contract is 15,020,000 rubles. The initial purchase price is 15,020,000 rubles.

The customer is Federal State Unitary Enterprise "Instrument-Making Plant"from the city of Tryokhgorny Chelyabinskoh regionand. This Federal State Unitary Enterprise also belongs to the Rosatom Group, as does Mayak. And this enterprise, it turns out, also needs services to reduce social risks ...

But here it is even more interesting. We read the name of the purchase:

"Provision of services to reduce the level of social risks in the city of Trekhgorny in 2016 in order to increase the efficiency of fulfilling the tasks of developing the nuclear weapons and nuclear power complex."

You just read it! How, how will the reduction of social risks in Tryokhgorny help develop the nuclear weapons complex? It's hard to come up with a more absurd wording. And 19 million is spent on this muddy event.

And again, as per the template: three suppliers, the minimum difference in offers (20 thousand and 15 thousand rubles).

Moreover, the customer from Tryokhgorny sends a request for prices to the same companies as Mayak from Ozyorsk! And the winner is Svobody Street LLC.

The history of coincidences is almost mystical, but an explanation for this was found.

Mr. Pokhlebaev, as evidenced by the curriculum vitae, in 2009-2014, before moving to the Mayak Production Association, was in charge of the Instrument-Making Plant in Tryokhgorny. The links remain, of course. So the simplified purchase scenario uses the same one.

Effective Scenario

It is noticeable to the naked eye that all these contracts are concluded according to a single algorithm: the Rosatom enterprise sends applications to three supplier enterprises (permanent Open Media Kit LLC, Svoboda Street LLC and Alfa-N LLC), and these companies miraculously form such prices that the difference is only a few tens of thousands of rubles, although the amount of contracts is in the millions. At the same time, the sums of the participants are always higher than the initial price of the contract, but during the “negotiations” the winner drops the “steward”, lowering the cost of work “at the request” of the customer to the initial price of the contract. This, apparently, should demonstrate to Moscow that the customer approaches procurement economically. What actually happens 100% cash disbursement.

Svoboda Street LLC became the winner twice, and this year the contract - apparently for a change and demonstration of "impartiality" - was concluded with Open Media Kit LLC. But it is absurd to talk about impartiality in the case when the bidders are clearly affiliated companies.

We will not be at all surprised if the next time Mr. Pokhlebaev “unbiasedly” concludes an agreement with Alfa-N LLC.

Considering that the purchase is classified as “Commercial secret”, nothing good comes to mind about such a “disbursement of funds”.

Where did these buyers come from?

Let's take a closer look at the participants in these so-called auctions. As you can see, Mr. Pokhlebaev decided to look for all potential executors of the order in Moscow, where he studied and worked, where he acquired connections.

Information from the Russian Press: Mikhail Pokhlebaev in 1981 after graduating from the Moscow Higher Technical School (MVTU) named after. N. E. Bauman was drafted into the ranks of the USSR Armed Forces and worked as an engineer at the NIIEMI in Moscow. From 2004 to 2009, he was Deputy Head of the Nuclear Warfare Industry Department of the Ministry of Atomic Energy of Russia, Deputy Head of the Nuclear Warfare Industry Department of the Federal Atomic Energy Agency and Deputy Director of the Nuclear Warfare Industry Department of Rosatom.

This explains to some extent how these three companies selected in the simplified procurement process were found. Certain questions arise for all of them, since even the exact addresses of Alpha-N LLC, Open Media Kit LLC and Svoboda Street LLC cannot be found. We tried it, and the results were amazing.

Alfa-N LLC indicated the landline number as data for communication, cellular telephone and email on the mail.ru service. It is extremely strange that a "reputable company", claiming such a large lot, gives a mobile phone number and does not have a corporate mail. But it is even more strange that the authoritative reference database Double GIS does not find such a company at the address indicated in the documents.

At the address Moscow, Leninsky Prospekt, d. 4, p. 1A 27 organizations are listed in the Double GIS system. But Alfa-N LLC is not listed among them for some reason.

Another company, Svoboda Street LLC, does not have a city number in the details at all. Only mobile phone. And a PO box!

The company, as indicated in the documents, has offices in Moscow and Yaroslavl. However, the Double GIS system does not find such a company in Yaroslavl at this address either - just as it did not find the previous participant.

In Moscow, according to the request of Mayak, the office of Svoboda Street is located on Krasnopresnenskaya embankment, 12 PO box 2 (this is the Center international trade). The area is elite, but this respectability is completely crossed out by the provision of a PO box for communication - as if the company does not have an office with a secretary who receives letters.

The third participant, who is also the winner of the auction in 2017, Open Media Kit LLC, also gives a cell phone. The details indicate the company's website, but it does not work. Do not say anything, "solidly."

And again Double GIS is at a loss: where is she, this company?

Open Media Kit LLC itself, responding to a request from the Mayak software, indicates the following address: Moscow, st. Marshal Tukhachevsky, 20 building 2. However, according to the Double GIS system, this building houses one single institution - the State state-financed organization"Atom".

But when Mayak software sent a request to Open Media Kit LLC, it was sent to the address Moscow Region, Troitsk, st. Nagornaya, 8. We look at the Double GIS: there are 6 organizations in this building, but Open Media Kit LLC is not among them.

It is simply amazing where Mr. Pokhlebaev found these companies from! Their addresses are unknown, they do not distribute information about their activities, but, nevertheless, the Mayak management decided that these companies are worthy to take part in the simplified procurement procedure.

And yet, we managed to find out exactly how Mikhail Pokhlebaev approached counterparties.

Acquaintance from the Presidential Administration

And now another very interesting person is entering the scene - Pavel Valentinovich Doroshenko, who, according to the tax authorities, is the founder of Svoboda Street LLC, which twice won a contract to reduce social risks from Rosatom enterprises - in Ozyorsk and Tryokhgorny. The director of the company is his wife, Natalia Doroshenko.

At the address indicated by "Svoboda Street" in response to a request from Mayak (Krasnopresnenskaya St., 12), there is another enterprise associated with Pavel Doroshenko - this is the Polylog agency, which conducts major business and political events. Polylog masters a lot of money: this agency organized the First Eastern Economic Forum in Vladivostok, the Day of the City of Moscow in 2016, carried out projects for Sberbank, the Ministry of Industry and Trade, Rostourism - in general, it’s normal to “sit down” on the development of budget funds.

By the way, when studying procurement, we were very interested in the question of how pricing is going on for such work as reducing social risks? Apparently, there are no problems in drawing up estimates for LLC "Svoboda Street": after all, the company "Polylog" is also involved in drawing up estimates.

Well, now - the most interesting. It turns out that Mikhail Pokhlebaev and Pavel Doroshenko have a common acquaintance, a significant person: ex-employee of the Presidential Administration, and now an employee of Rosatom Andrei Vladimirovich Polosin.

Information from the Russian Press:Andrey Polosin from 1993 to 1996 worked at CJSC Production and Commercial Enterprise "TOKHIR". Then he received the position of director of the Agency for Professional Management and Consulting, served as an adviser in the administration municipality Kotelniki, Moscow Region, worked as a consultant to the Office of the President of the Russian Federation for Domestic Policy, and then as a chief adviser to the Office of the President of the Russian Federation for Domestic Policy.

Pavel Doroshenko was familiar with Polosin from the time of his work in the Presidential Administration. In turn, according to our sources, it was through Polosin that Mikhail Pokhlebaev met Doroshenko.

Well, now it is clear why Moscow companies are traded at Rosatom enterprises in the Chelyabinsk region.

What is this reduction of social risks?

But why, after all, LLC "Svoboda Street" and LLC "Open Media Kit" receive tens of millions from the Mayak and Instrument-Making Plant, what is this mysterious reduction in social risks? It seems that we found this answer on the website of Pavel Doroshenko's Polylog company, which is located at the same address as Svoboda Street, founded by him.

Some information about reducing social risks can be found in the electronic scientific journal GosReg (No. 2, 2013), in the article by S. N. Ilyushin “Methods for reducing and minimizing social risks in modern Russian society”.

The information found on reducing social risks did not clarify the details of this activity. And the impact of social risks on the development of the nuclear weapons complex has generally remained a complete mystery to us.

The question remained on the estimate of this purchase. It is not clear, is there really no professor in the universities of Chelyabinsk who, for 20-30 thousand rubles a month, would advise the management of Mayak on social issues?

Given the rather vague description this direction social works, the absence of their transfer and the stamp "Commercial secret", we can speak with a high degree of confidence about the corrupt nature of purchases at the defense enterprises of Rosatom in Ozyorsk and Tryokhgorny.

The only thing that we managed to understand from these materials is a general idea of ​​the work paid for by Mayak: this is an order for services to reduce the activity of the population in a poor city, where social risks are high and negative phenomena for the authorities can occur - rallies, riots, actions protest. In general, work to calm down the population that became embittered during the crisis. And in Ozersk, the population is poor, so the social situation is definitely unstable.

It looks at best like experiments on rats. Apparently, out of these tens of millions, a small fraction will go to such experiments, because some reporting events will still be carried out. It is necessary to somehow justify spending in the amount of 2 thousand rubles per city resident ...

By God, it would be better to give each inhabitant of Ozersk 500 rubles - from a social point of view, this would be more useful for the lakers.

Scandal with "social research"

Mikhail Pokhlebaev seems to have found a great way to use the state-owned company's multimillion-dollar funds under the label of "social events." It is also impossible not to recall two scandals with companies affiliated with the South Urals political scientist Alexander Podoprigora, who entered into contracts with Mayak for information and social services. So, in 2011-2012, Podoprigora received 850 thousand rubles from Mayak for filling the Vestnik newspaper, which belongs to this defense enterprise, with materials. The scandal came out pretty good, because, in fact, Podoprigora was paid for ... maintaining his blog, the texts from which went to the Vestnik.

The second deal between Podoprigora and Mayak came out even more noble: he received 7 million rubles for conducting a poll, which other bidders would be ready to conduct cheaper. And he did, and on a grand scale! He interviewed 10,000 people (every eighth inhabitant of Ozersk, including babies) at a rate of 2,000 people per day, or 200 per hour.

Again, a systematic approach emerges: it turns out that the previous management of the Mayak Production Association was also involved in scandals with the payment of money for dubious socio-political purposes.

These two scandals were widely discussed in the press, but, apparently, they did not teach anything to the management of Mayak - neither the past nor the present. Having taken the post of director of Mayak in 2014, Mikhail Pokhlebaev enthusiastically rushed to “saw” tens of millions, spending them under the same dubious label of “social events”.

Generous purchases of FSUE "PO"Lighthouse”»

I would like to draw attention to other purchases, which are actively carried out by FSUE PO Mayak. Mikhail Pokhlebaev has been at the helm of Mayak since December 4, 2014. And in less than three years, Mayak conducted tenders worth 33.4 billion rubles.

And now attention! Throughout the existence of Mayak, since May 10, 2001, tenders have been held for RUB 45.3 billion And in less than three years of Mikhail Pokhlebaev’s work, 33.4 billion! This is ¾ of all the amounts allocated for tenders over 16 years.

We did not analyze all purchases, but what caught our eye raises certain questions. Here is an example from the field of overpricing: notice No. 31705433113 for the right to conclude a contract for the provision of services for the psychiatric examination of the personnel of FSUE "PO Mayak".

According to the concluded agreement No. 1568/2017/5.5.2-dog dated August 25, 2017. (Contract number in the EIS 57422000795170006580000) the contractor undertook to provide services to the defense enterprise for the examination of its personnel by a psychiatrist at the rate of 1899 rubles 90 kopecks per person:

- examination by a psychiatrist - 273 rubles. 60 kop.

— the work of the commission based on the results of the inspection - 872 rubles. 10 kopecks.

— research on computerized electroencephalography – 754 rubles. 20 kop.

Both the initial purchase price and the contract price are 3,799,800 rubles without VAT. As in the case of the purchase of services to reduce social risks, Mr. Pokhlebaev did not save much. Here he acted even more boldly: he did not even imitate the choice between several companies, but considered it necessary to make a purchase from a single supplier.

And it could be quite economical. For example, let's look at the first position out of three. The contractor conducted examinations of the Mayak personnel by a psychiatrist at the rate of 273 rubles. 60 kop. per person. We open the official website of the Regional Clinical Specialized Psychoneurological Hospital No. 1 (Chelyabinsk, Kuznetsova St., 2A) and see that an examination in the regional center costs only 200 rubles. And in a peripheral city, the price of the services of a psychiatrist turns out to be 36,8% higher!

The work of the commission based on the results of the inspection (second position) was paid by Pokhlebaev especially generously - 872 rubles each. 10 kop. per person. Pricing in this case is generally incomprehensible. What are these special services that need to be paid three times more expensive than an examination by a specialist (and four times more expensive than an examination by a doctor in a regional hospital) remains unclear to us.

If the psychiatrist has already expressed his opinion, then what is the work of the commission, estimated at 3 times more expensive - it is not clear. Either this commission repeatedly examined the staff, or controlled the work of psychiatrists, or did nothing at all ... But almost 1.75 million rubles floated away somewhere.

The third item - a study on computer electroencephalography - was estimated at 754 rubles. 20 kop. per person. Let's turn again to the price list for commercial services of the Regional Psychoneurological Hospital No. 1 - and we will see that in this medical facility you can undergo an EEG for 660 rubles. Again, there is an overpricing - by 14.27%.

And if Mayak applied to other medical institutions, it would be possible to save even more. For example, City Clinical Hospital No. 6 (Chelyabinsk, Rumyantsev St., 28) offers electroencephalography for 650 rubles.

So, for two services (clauses 1 and 3) it was possible to achieve at least the following savings:

1) 273 rub. 60kop. — 200 rub. = 73 rubles. 60kop. * 2,000 people = 147,200 rubles

2) 754 rubles. 20kop. — 650 rub. = 104 rubles. 20kop. * 2,000 people = 208,400 rubles

Consequently, savings for the state corporation would amount to at least 355,600 rubles. And this is not counting the work of the commission, which "ate" almost half of the allocated funds!

In addition, when conducting a survey of personnel, such large enterprise(with more than 2,000 employees) an interested contractor would certainly give a substantial discount. According to experts interviewed by Russkaya Pressa, with a competent approach, the examination of personnel as part of this purchase would cost Mayak no more than a million rubles, and several Chelyabinsk medical institutions providing commercial services would fight for this contract. However, the director of Mayak, Mikhail Pokhlebaev, as we see, is not inclined to save the state corporation's funds.

Probably, for the total volume of tenders held since 2015 (and Pokhlebaev has been in charge of the enterprise since December 2014), for which Mayak spent 33.4 billion rubles, several hundred thousand is an insignificant amount. But we see a system here: the Rosatom enterprise, under the leadership of director Mikhail Pokhlebaev, regularly conducts purchases according to a simplified procedure, without trying to achieve savings and even overstating the cost of services.

With regard to such an ambiguous attitude towards spending the funds of the state corporation, Russian Press sent a request to the head office of Rosatom. We will wait with interest for the results of the answer.

However, there is another version of what is happening: the arrogance of the management of the Mayak Production Association from Ozyorsk and the Instrument-Making Plant from Tryokhgorny, "draining" tens of millions for dubious social events, is explained by the tacit approval of the top leadership of Rosatom. Perhaps this is how money is withdrawn for election campaigns. We think that the answer to our inquiry will make a lot of things clear.

Well, a few more words about the activities of Mikhail Pokhlebaev - so to speak, for a snack: last week, the Deputy Prosecutor General of the Russian Federation, Yuri Ponomarev, sent to the investigating authorities the materials of the check on the fact of causing damage to Mayak 300 million rubles. We are talking about the construction of apartment buildings in the Chelyabinsk region and the Republic of Bashkortostan for a number of commercial organizations, which was organized in 2015 at the expense of the enterprise officials from among the management of the software "Mayak".

As you can see, questions to Mikhail Pokhlebaev arose already at the level of the Prosecutor General's Office. We hope that Yuri Ponomarev will pay attention to the results of the investigation presented by Russkaya Pressa, which testify to extremely dubious, if not outright, corrupt purchases of muddy services to reduce vague social risks.
