There are two ways to make the transition of public utility enterprises to payback at the expense of consumer payments and completely abandon budget subsidies: by once again increasing tariffs or by actually reducing the costs of providing services. As the main one, we choose the second path. And the main method in this process, of course, is energy conservation and the introduction of more efficient and economical technological solutions. Unfortunately, such a solution to the issue was several years late... - How will the declaration on interaction between government, private business and consumers in the utilities sector, signed following the results of the interregional industry forum held in Vladimir, contribute to the introduction of business in housing and communal services? – This declaration is the first public document stipulating the goals and principles on which the process of commercialization of housing and communal services will be based. As an example, I will quote one of the provisions of the declaration. “In order for private business to start working effectively in the public utilities sector, it is necessary to form a full-fledged system of relationships in the industry, when municipalities will determine the demand for services for managing public infrastructure facilities, and private operators will offer a competitive product that meets the needs of municipalities and the population.” The adoption of the declaration assumes that fair competition will reign in the housing and communal services market, and not the wild arbitrariness of one monopolist. And this is precisely what will contribute to the speedy and successful introduction of business into the industry. – Some experts speak without much optimism about the future of Russian Utility Systems OJSC. What is your opinion on this matter? – RKS OJSC appeared on the housing and communal services market only last year, but is already announcing an increase in the flow of investment. For example, in Kirov it is planned to invest about 600 million rubles in the city’s water supply; a long-term contract has been signed with them for 15 years. German companies already have their first experience in rehabilitating the housing stock in Russia. One of them is involved in infrastructure projects in Belgorod. The Russian housing and communal services sector has been receiving a flow of foreign investment for several years now. In particular, loans from the International Bank and the European Bank for Reconstruction and Development (EBRD) were provided in the amount of $210 million. – The initial investments in housing and communal services that private businesses will have to make are huge, and the real return on investment will not happen in a year or two. So why is this “piece of the pie” so attractive to businessmen? In a couple of years, won’t residents receive skyrocketing tariffs instead of high-quality and inexpensive service? – The economic attractiveness of resource-saving projects lies in the fact that saved funds (as a result of reducing the cost of utilities) can be used as a source of repayment of borrowed funds taken for the implementation of the project. In addition, housing and communal services are an area where the sale of services is completely guaranteed, like in no other business. And this adds to its investment attractiveness. The guarantor of tariff policy in the new conditions should be the law “On the general principles for regulating tariffs of public utility organizations,” which was submitted to the State Duma as part of the general package of housing bills. In addition, real competition in the housing and communal services market will push companies to naturally reduce prices for services. But I would like to emphasize: the Federal Agency insists that housing and communal property remain in municipal or state ownership. The day before, he said something like this: “The work of interacting with federal authorities, establishing dialogue with the population, and solving interethnic problems falls on the governor’s shoulders. And the government must, as they say, dig the ground, plow, rake, work quickly and firmly.”
Then Khloponin advised the regional legislators “not to delay the resolution of the issue.” And so the process began. Judging by the results of voting for changes to the Charter of the region and subsequent responses, the innovation did not cause resistance from anyone. Including Governor Zerenkov. The bill was introduced into the Duma by himself, and this suggests that Valery Georgievich is not against this arrangement. And people from his circle say that he himself expressed the idea of ​​separation of powers from the first days after his appointment, even before it was announced by Khloponin. This idea seems to come from the Center. Apparently, in this simple way the management vertical is being built for Prime Minister Dmitry Medvedev. Oleinikov, it seems, has not aged well. He is only two years younger than Zerenkov. And he’s not local, at least he didn’t work in regional management structures. Kuzmin is younger, but has no experience working in the regional executive branch. Moreover, judging by his latest harsh statements to the television camera, Kuzmin himself no longer sees himself next to Zerenkov. Although there were friends before. Korobeinikov is younger, and at one time he even worked as deputy head of the regional administration under Evgeny Kuznetsov and Alexander Chernogorov. The almost catchphrase that in our region the governor is responsible for everything is repeated by everyone. Perhaps not everyone thinks about its meaning. It would be worth it. Because if this is really so, then it is not always good.
The powers, as well as the responsibilities, of the governor are extensive. To be convinced of this, it is enough to look at the Charter of the region and the law on the governor. Or just conscientiously watch news broadcasts, read newspapers. What does the first person of the region do? In real, behind the scenes, life is still cooler: representative, so to speak, purely ceremonial functions, such as congratulations, presentation of awards, greetings, speeches, meetings, etc., recede into the background, the main place is occupied by purely managerial functions. And this is not only and not so much the conduct of government meetings, participation in work meetings, etc., but the resolution of everyday problems that concern hundreds, or even thousands, of people. This especially applies to communal and social problems. There the management is broken, there the money ran out, there it burned out, there it was washed away, there it exploded, there... And even better - when it manages to make such decisions so that everything is in order with the management, and so that the money does not run out, so that it does not burn out, didn’t wash away, didn’t vomit... After all, the best management work is the kind that goes unnoticed. And even better - no matter what the cost.
Another peculiarity of the region is that, in addition to purely administrative tasks, it has a lot of political ones. The kind that you can’t ignore, that need to be sorted out every day. And for which, if something goes wrong, they won’t pat you on the head. We are implementing many federal target programs, the region occupies one of the key places on the geopolitical map of the country, there is a very difficult situation here in the social sphere and in interethnic relations. And this requires constant building of relationships, and therefore almost daily contacts with the Center, with municipalities, with the population, with the leadership of neighboring regions of the federation, diasporas, religious structures, trade unions and other public organizations...
There is only one governor, and there are only twenty-four hours in a day. So the lights on the fifth floor of our White House do not go out until midnight. It's good? Not really. Human capabilities are not limitless.
Of course, the governor has a considerable apparatus. Deputy prime ministers, ministers and their deputies with numerous subordinates, heads of departments and departments and their deputies... And in life it turns out that the first deputy takes on the lion's share of the menial management work. There is no other way. But the deputy, even though he is the first, is the deputy. The authority and, most importantly, the responsibility are not the same. And even if he himself understands them, as they say, one hundred percent, then those around him do not. Especially if you have to resolve issues at the very top, where you have to take responsibility, make decisions on the spot, conclude agreements, sign, and so on.
EVERYTHING NEW IS WELL FORGOTTEN OLD
The very idea of ​​a head of government under a governor is not new in our country. And the time is still fresh in memory when, under Alexander Chernogorov, the government was led by Stanislav Ilyasov. Things didn't work out then. And only because two bears did not get along in the same den. Firstly, both had previously run for governor, and the victorious “bear”, Chernogorov, perceived his right hand as a potential rival in future elections. They were approximately the same age, and each had over-the-top career ambitions. But Ilyasov clearly had more managerial experience and knowledge. The governor's attempts to patronize clearly did not work. Therefore, Chernogorov was extremely sensitive to the successes of the head of his cabinet. Eyewitnesses said that even the queue in Ilyasov’s office was a knife to the heart for the governor. I saw who was more in demand. It came to public clashes to find out who was more important. That's why they broke up.

Or maybe, again, Chernogorov was jealous and saw them as a threat to the reign.
And now both the vice-governor and the head of government, as they say, are in one bottle. What will come of this?
As you know, a person paints a place, and not vice versa. Probably, the governor drew conclusions from the sad experience described above. After all, the Chernogorov-Ilyasov showdown took place before his eyes. Surely he proceeded from the fact that the head of the cabinet should be at least compatible with the governor in terms of management style, not have unnecessary ambitions, know his second place, be of different ages with him, preferably much younger, then patronage will be perceived naturally and without tension, and come from local personnel who know the region well.

But the most important and valuable thing: Tyrtyshov is a specialist in the field of housing and communal services and construction. For us, in this sense, he is very welcome. Well, as for the notorious compatibility... It is difficult for people who know Tyrtyshov to even imagine that any intrigues came from him, or that he dug under someone for career reasons.
