The production calendar for 2018 shows the standard working hours for months, quarters and 2018 as a whole for 40-, 36- and 24-hour work weeks, as well as the number of working days and days off for a five-day work week with two days off.

According to Article 112 Labor Code Russian Federation(hereinafter referred to as the Labor Code of the Russian Federation) (as amended Federal Law dated April 23, 2012 No. 35-FZ) non-working holidays in the Russian Federation are:

  • January 1, 2, 3, 4, 5, 6 and 8 — New Year holidays;
  • January 7—Christmas Day;
  • February 23 - Defender of the Fatherland Day;
  • March 8 - International Women's Day;
  • May 1 - Spring and Labor Day;
  • May 9 - Victory Day;
  • June 12—Russia Day;
  • November 4 is National Unity Day.

The Labor Code of the Russian Federation establishes that if a day off coincides with a non-working holiday, the day off is transferred to the next working day after the holiday. Thus, in 2018, weekends are postponed:

  • from Sunday 4 November to Monday 5 November.

The exception is weekends that coincide with non-working holidays in January. In accordance with Art. 112 of the Labor Code of the Russian Federation The Government of the Russian Federation has the right to transfer two days off from the number of days off that coincide with non-working January holidays to other days in the next calendar year. In addition, part 5 of this article allows the Government of the Russian Federation to transfer weekends to other days in order to rational use weekends and other non-working days.

Decree of the Government of the Russian Federation dated October 14, 2017 No. 1250 provides for the transfer of days off in 2018:

  • from Saturday 6 January for Friday March 9;
  • from Sunday January 7 to Wednesday May 2;
  • from Saturday 28 April to Monday 30 April;
  • from Saturday June 9 to Monday June 11;
  • from Saturday 29 December to Monday 31 December.

In accordance with the “Procedure for calculating the norm of working time for certain calendar periods of time (month, quarter, year) depending on the established duration of working time per week,” approved by order of the Ministry of Health and Social Development of Russia dated August 13, 2009 No. 588n, this norm is calculated according to the five-day calculated schedule working week with two days off on Saturday and Sunday, based on the duration daily work(shifts):

  • with a 40-hour work week - 8 hours;
  • with a 36-hour work week - 7.2 hours;
  • with a 24-hour work week - 4.8 hours.

The length of the working day or shift immediately preceding a non-working holiday is reduced by one hour. Moreover, if a day off is moved to such a working day, then that day off, which becomes a working day, is reduced by 1 hour. In 2018, one hour will be reduced working hours on the following days:

  • February 22;
  • March 7;
  • April 28;
  • May 8;
  • June 9;
  • December 29.

The standard working time calculated in the specified order applies to all modes of work and rest.

An example of calculating the standard working time in December 2018 with a five-day work week with two days off (initial data: 21 working days, on December 29 the working day was reduced by 1 hour):

  • calculation for a 40-hour work week:
    (8 hours x 21 days) - 1 hour = 167 hours;

  • (7.2 hours x 21 days) - 1 hour = 150.2 hours;

  • (4.8 hours x 21 days) - 1 hour = 99.8 hours.

In 2018, 247 working days, including 6 working days reduced by one hour. Calculation of standard working hours for 2018 with a five-day working week with two days off:

  • with a 40-hour work week:
    (8 hours x 247 days - 6 hours) = 1970 hours;
  • with a 36-hour work week:
    (7.2 hours x 247 days - 6 hours) = 1772.4 hours;
  • with a 24-hour work week:
    (4.8 hours x 247 days - 6 hours) = 1179.6 hours.

Long weekend

In 2018, Russians get 6 long days off:

  • December 30, 2017 - January 8, 2018 (10 days) - New Year holidays

Transfers of days off

If a non-working holiday falls on Saturday or Sunday, then the day off is transferred to the next working day (Part 1 of Article 112 of the Labor Code of the Russian Federation).

The Government of the Russian Federation transfers two days off from those that coincide with non-working holidays on January 1-8 to other dates of the calendar year (Part 1 of Article 112 of the Labor Code of the Russian Federation).

For the purpose of rationalization labor process The Government of the Russian Federation may postpone Saturdays and Sundays to other days (Part 5 of Article 112 of the Labor Code of the Russian Federation).

In 2018, 5 holiday postponements are planned:

  • from Saturday 6 January to Friday 9 March
  • from Sunday 7 January to Wednesday 2 May
  • from Saturday 28 April to Monday 30 April
  • from Saturday 9 June to Monday 11 June
  • from Saturday 29 December to Monday 31 December.

Pre-holiday days

On the eve of official state holidays, working hours are reduced by 1 hour for a 40-, 36- and 24-hour five-day working week (Part 1 of Article 95 of the Labor Code of the Russian Federation). If a holiday falls on a Sunday, the working hours on Friday are not reduced.

In 2018, there are 6 pre-holiday days in Russia: February 22, March 7, April 28, May 8, June 9, December 29.

Working time standards for 2018 in Russia

The duration of a working day or shift with a 40-hour work week with two days off on Saturday and Sunday is 8 hours, with a 36-hour work week - 7.2 hours, with a 24-hour work week - 4.8 hours, on a pre-holiday day it is reduced by 1 hour .

According to the Russian labor calendar, in 2018 the country has 247 working days (including 6 shortened days) and 118 days off.

Basis for creating a calendar

Article 112 of the Labor Code of the Russian Federation defines non-working holidays, and the Decree of the Government of the Russian Federation of October 14, 2017 No. 1250 “On the transfer of holidays in 2018”. These regulatory legal acts are the basis for the formation of the production calendar for 2018 with weekends and holidays.

Non-working holidays in the Russian Federation are:

  • January 1, 2, 3, 4, 5, 6 and 8 – New Year;
  • January 7 – Christmas;

The standard working time for 2018 is the total volume of days and hours to be worked within a certain period by each employee. It is convenient to track the standard using the production calendar. It provides monthly calculations of working days, weekends, holidays and norms of working hours for working weeks of different lengths. As a basis for breeding standard values The provisions of the Labor Code of the Russian Federation and Order of the Ministry of Health dated August 13, 2009 No. 588n “On the procedure for calculating working time standards” are taken into account.

Standard working hours 2018

Determining the working standard is necessary for making monthly accruals for wages. If the amount of time worked according to the timesheet complies with the standard, the employee can count on receiving the full amount of remuneration prescribed in the employment contract. If the hours worked are less than the norm, the amount of salary and related allowances will be reduced in proportion to production.

Current standard working hours for 2018 – table:

The standard working time for the 2018 reporting year, broken down by month, varies due to the unequal length of working weeks for different categories personnel. In the standard version, the weekly work rate is 40 hours (8 hours daily with two days off, one of which is on Sunday). For some groups of employees, the employer is required to establish a reduced working time - 36 hours per week or 24 hours (with daily work of 7.2 and 4.8 hours, respectively).

Independent calculation of the working standard may also be necessary if the company employs minor workers. The limit values ​​for the duration of daily work for them are determined by Art. 94 Labor Code of the Russian Federation.

The monthly working hours for 2018 are lowest in January. This is due to the long New Year holidays. There is one public holiday in February; before this date, the working day for all employees must be shortened by 1 hour.

The length of working hours is also affected by the postponement of weekends and holidays. For 2018, the list of such transfers was approved by the Government in Resolution No. 1250 dated October 14, 2017. The standard working hours for March 2018 takes into account the holiday and the transfer from January 6. Due to this, two additional days of rest and one shortened working day were formed during the month.

The work schedule in April was also adjusted by postponements. In May there are long weekend breaks that are typical for this month.

The working time standard for June 2018 contains a transfer of days off, implemented within one month. The hourly work standard is set taking into account the public holiday on June 12 and a shortened shift the day before (20 working days x 8 hours in each working day - 1 hour shortened before the holiday = 159 hours per month).

The working time standard in July 2018 does not have any “holiday” nuances; it reflects only full working days. Let's look at an example of calculating the July standard:

  • in relation to a basic 40-hour week – 176 hours (22 working days x 8 hours of daily work);
  • for a 36-hour weekly output, the standard is 158.4 hours (22 work days x 7.2 hours of work per day);
  • with a 24-hour weekly norm, the hourly working time per month will be 105.6 hours (22 working days x 4.8 hours of daily work).

The working time standard in August 2018 does not include holidays or shortened days. There are no additional days of rest in September-October. There is one holiday in November, but before it there is no reduction in working hours. In December there is an intra-month transfer and 1 shortened day on the 29th.

Formula for calculating standard working hours

The standard working time for a specific month is calculated using the following algorithm:

Duration of the working week in hours / 5 x Number of working days in a particular month according to the production calendar for a five-day working week - Hours by which working hours were reduced in the month in question on pre-holiday dates.

The annual standard of working time is calculated in a similar way, only the number of all working days in a year and the total annual number of hours by which work is reduced on holidays are taken into account.

It must be taken into account that normal duration the working week should not exceed 40 hours, including during the “six-day week” (Article 91 of the Labor Code of the Russian Federation).

Norm for cumulative accounting

When summarizing work time, the accountant must focus on the standards of the calculation interval approved at the enterprise, without linking it separately to each month. During one such interval, the employee’s time sheet may alternate between periods of overtime and underwork, and based on the total amount of hours for the required period, compliance with the standard is obtained.

For example, the standard working hours for 2018 in the date range from January to March with a 40-hour week are 446 hours (136 hours + 151 hours + 159 hours). The employee’s timesheets for the indicated months recorded the following data on work:

  • in January 122 hours against the norm of 136 hours;
  • in February 159 hours against the standard of 151 hours;
  • in March, 165 hours were worked, which is 6 hours higher than the base rate of 159 hours.

As a result, in 3 months the person worked the required 446 hours (122 + 159 + 165), there is no overtime, the employee will receive the required salary.
